2 Economic and Community Development Director Byers made staff comments and introduced Jeanette Irigaray-Welch, Sandra Mitchell, and Elena Almazan from Greater Bakersfield Legal Assistance (GBLA) who provided a PowerPoint presentation.

b. Administrative Citation Program Revision of Administrative Fines Development Services Director Burns made staff comments.
Code Enforcement Manager Jose Gonzales made additional staff comments and provided a PowerPoint presentation.
