MEETING DATE: August 13, 2025 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: August 6, 2025
SUBJECT: Air Conditioning Replacement at Fire Station 14 Accept bid and approve contract with Johnson Controls, Inc., Bakersfield, CA, (not to exceed $139,836) for Air Conditioning Replacement at Fire Station 14 (Ward 5)
RECOMMENDATION:
Staff recommend acceptance of bid and approval of contract.
BACKGROUND:
Bids were solicited to replace the air conditioning system at Fire Station 14. Two bids were received in response to the solicitation.
The air conditioning unit at Fire Station 14 is over 16 years old and has become increasingly unreliable, requiring frequent and costly repairs. Due to its age, many of the necessary components are now obsolete and unavailable. Over the past two years, the existing unit has been out of service for extended periods, resulting in thousands of dollars in repair costs for the City. Staff recommend installing a new, more energy-efficient unit to ensure reliable operation and reduce future maintenance expenses.
The two bids received are as follows:
BIDDER AMOUNT
Johnson Controls
Bakersfield, CA $139,836
Mesa Energy Systems, Inc
Irvine, CA $144,971
FISCAL IMPACT:
Funds in the amount of $65,000 were previously budgeted for this project in the Capital Outlay Fund. Staff have identified savings within the same fund to cover the remaining $74,836 needed to fully fund the project. No additional appropriations or fund transfers are necessary.
COUNCIL GOAL:
Reliable Infrastructure
