SUBJECT: Agreement with Allied Weed Control, Inc. (not to exceed $450,000) to provide weed control services for three-years with the election for two (2) one-year extensions.
RECOMMENDATION:
Staff recommends approval of agreement.
BACKGROUND:
The Water Department operates and maintains approximately 25 miles of earthen and concrete lined canals, canal right-of-way, 2800 Acres Recharge Facility roads, Kern River Levee System, and various other water facility locations within the City of Bakersfield. As part of the ongoing maintenance to these areas, the application of herbicide, pre-emergent, aquatic herbicide and dye is utilized to address invasive weed and vegetation growth.
On June 24, 2025, staff issued an RFQ/P package for professional services for noxious weed herbicide application and aquatic weed herbicide application. Weed control firms submitting proposals were required to have proper licensing, extensive experience in the application of noxious weed herbicide, pre-emergent, aquatic weed control, and capable of providing all necessary field and professional services for the scope of work as described in the RFQ/P.
On July 18, 2025, the City received Statement of Qualifications from the following two consultants:
Allied Weed Control, Inc. (Livingston, CA)
Central Sierra Enterprise, Inc. (North Fork, CA)
City staff recommends approval of the agreement with Allied Weed Control, Inc. for a three-year contract with an aggregate not-to-exceed amount of $450,000 with two (2) one-year extensions. Allied was selected based on their qualifications being aligned with the scope of work and their proposal being favorable to the City.
FISCAL IMPACT:
Funds for these services are budgeted within the Fiscal Year 2025-26 Water Department Enterprise Fund Budget. There is no impact to the City General Fund.
