ADMINISTRATIVE REPORT

MEETING DATE: August 13, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: July 18, 2025
SUBJECT: Agreement with Sansi North America (SNA), LLC, (not to exceed $710,000) for the LED freestanding marquee replacement at Dignity Health Arena, Theater, and Convention Center. (Ward 2)

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

Dignity Health Arena, Theater, and Convention Center is a pillar of the Downtown Bakersfield Area and brings in artists and events from all over the world. This project aims to bring new appeal and functionality to attending events by providing a new LED Freestanding Marquee that enhances the exterior of the building and guest experience.

The current Freestanding Marquee has been having issues over the past few years and is at the end of its life cycle, as the technology being used is obsolete and parts are no longer available for the current system.

The Freestanding Marquee is used for advertising and is a contractual requirement for certain events, shows, and concerts booked at the Dignity Health Arena, Theater, and Convention Center, such as Hot Wheels Monster Trucks Live Glow Party, AEW Dynamite, WWE, Disney on Ice, and many others.

Prior to the City’s creation and posting of the RFP for the LED Freestanding Marquee Replacement, the City Manager’s Office entered into a Department Agreement (CM 24-051) with Anthony James Partners, LLC, to consult on all phases of the project. Anthony James Partners was established in 2007, and they have set the industry bar for audio visual design, technology integration and large -scale project development, with over 500 major projects successfully completed.

The City received bids from three vendors for the project (in alphabetical order):

UBER DISPLAYS $767,674
REVEL MEDIA $714,926
SNA DISPLAYS $689,243

After reviewing the bids and questions answered by each vendor, the consultant recommended that the best vendor for the City’s LED Freestanding Marquee Replacement was SNA Displays. Projects completed by SNA Displays can be found in the stadiums and arenas of the Atlanta Hawks, Atlanta Braves, Toronto Blue Jays, Tampa Bay Buccaneers, Tampa Bay Lightning, Columbus Blue Jackets, Washington Capitals, Carolina Panthers, Indianapolis Colts, and the Carolina Panthers . Additionally, SNA Di splays finished projects are also found at LA Live, the Grove, the Irvine Spectrum, the San Francisco Museum of Modern Art, Times Square, and allowing the Las Vegas Strip.

FISCAL IMPACT:

The City has sufficient profits from the Arena operations to pay for the new marquee without impacting the general fund.

COUNCIL GOAL:

Community Character & Quality of Life
