Subject: Sole Source Justification for Constant Technologies, Inc.

To whom it may concern,

Please let us extend our appreciation for your consideration regarding the Real-Time Intelligence Center.

Constant understands the importance of this project and what it will do to further serve your community. Below, please find sole source Non-Competitive Bid justification points:
 Constant Technologies is uniquely qualified to bring your project from concept through successful completion. In the marketplace, there is truly not another vendor that combines spatial design, turnkey display wall deployment, technology integration and custom analyst workstation systems, all specific to RTIC build-outs.
 There is not another firm that encompasses architectural space planning designs, technically engineered visual solutions, project management, consulting, installation, integration, programming, and service and support on use of your specific software’s to maximize the impact to your community and policing on day-one of operations.  Constant will assist Bakersfield PD with programming, conceptual designs, budgeting, architectural designs, mechanical and electrical load calculations, project planning, and coordination with public works for build requirements. This project would take longer and cost the City more if Constant was not involved to provide their consulting and experience.

Bakersfield would have to pay for the following separate design consulting without guarantee of a seamless integration: Audio Visual system design, furniture design, security design and integration, additional architectural costs, mechanical and electrical consulting.  Constant also has in-house, retired veteran Police Officers on their staff. They understand what is required within these centers and offer guidance for staffing, roles/responsibilities, and Officer Training. This goes above and beyond what would come from a typical AV integration firm.  Constant’s experience specific to the RTIC market also positions them as an ideal solution provider. Real time intelligence centers serve a multitude of purposes from crime investigation and prevention to traffic management and weather monitoring. The central location means public safety can collaborate and get all the information we need quickly and efficiently. An RTIC provides numerous benefits such as: more efficient workflows, real-time situational awareness, more effective strategy execution, supported collaboration between analysts and investigators, and reduced response time. With so much riding on the successful implementation of the operations center, it’s important to choose a partner with relevant experience.  Constant has provided turnkey Command Center solutions and implemented RTICs across the country for departments such as Lee County and Collier County in Florida; Rogers, AR; Aurora, IL; Winston Salem, NC, New Haven, CT, North Kingstown RI, Tulsa, OK, Miami, FL, Providence, RI, Glendale, CA, Vacaville, CA, Miami Beach, FL, Amarillo, TX, Spokane County, WA, and Kyle, TX.

 There is no other organization that is built to handle the complexities and specific use cases required for standing up a successful RTIC and effective policing platform. Constant solely focuses on mission critical deployments for city, state, and federal government and has over 2000 successful turn-key Command Center projects.
 Full cost information can be found in our detailed price proposal which includes a brief scope of work, a line-item list of parts and components necessary for the A/V system, and a line-item list of all professional services included in the turnkey offering.  Special factors that affect the cost of the contract include procuring only hardware and/or technology that is manufactured to an industrial grade and rated for 24/7/365 use in mission critical environments. Constant Technologies only installs hardware and/or technology on the cutting edge, not the bleeding edge. Any hardware and/or technology procured, installed, and integrated by Constant Technologies has been thoroughly tested and vetted by our technical staff to ensure it meets our standards for use in mission critical environments.

The importance placed on this type of operations center cannot be understated. We encourage the City of Bakersfield to reach out to any and all of our past clients to hear firsthand about their experience working with Constant and the added value our firm brought to the design, installation and integration of the systems and furniture.

For another contractor to reach the same level of competence as Constant Technologies would take many years in the industry to reach our over forty years of experience. Not only does it take time and effort to test, vet, and truly understand all of the mission critical technology that we implement, but it would also take a significant investment, both time and money, to onboard and train various types of staff to be able to offer the same turnkey solution that Constant Technologies can offer.

We appreciate your consideration of Constant Technologies and the opportunity to do business with the City of Bakersfield.

Sincerely,

Thomas Sheeran
Senior Vice President
Constant Technologies, Inc.
