BACKGROUND:

In 2018, the City of Bakersfield adopted the Making Downtown Vision Plan, a comprehensive strategy to transform Downtown Bakersfield into a vibrant center for economic, cultural, and community activity.

Aligned with this effort, the City subsequently adopt ed the Downtown Corridor Enhancement Plan to guide design and streetscape improvements and incorporated Downtown -focused initiatives into its Economic Development Strategic Plan.

To support implementation of these plans, the City developed the Downtown Re vitalization Incentive Program to encourage redevelopment of underutilized and vacant properties, attract private investment, and improve the built environment. This program provides grant funding for qualified projects that promote economic activity, enhance infrastructure, and improve quality of life in the downtown area.

The City has received a proposal from the Dolores C. Huerta Foundation, a California Nonprofit Public Benefit Corporation, seeking funding for eligible site improvements associated with a proposed cultural center located at 2100–2105 Eye Street in Downtown Bakersfield. The project includes the development of a long-vacant parcel into a vibrant destination that will host community events and provide educational, artistic, and cultural exp eriences. Planned amenities include an amphitheater, museum, gallery, classrooms, and public gathering spaces.

The project supports public safety and economic vitality goals identified in the City’s Public Safety and Vital Services (PSVS) initiative by replacing aging infrastructure, enhancing walkability, creating jobs, and drawing visitors to the area. The improvements are consistent with City Council goals related to revitalization, infrastructure, and quality of life.

FISCAL IMPACT:

Downtown Revitalization projects were budgeted within the PSVS operating budget for Fiscal Year 2025- 26 and this project will use funding set-aside for infrastructure improvements for downtown.

COUNCIL GOAL:

Economic Opportunity for All
Reliable Infrastructure
Community Character & Quality of Life
