The City of Bakersfield (City) owns and operates Wastewater Treatment Plant No. 2 (Plant 2) and Wastewater Treatment Plant No. 3 (Plant 3). The intent of this Request for Qualifications (RFQ) is to solicit qualifications from engineering firms qualified to conduct an assessment of the City’s two wastewater treatment plants and evaluate options to upgrade, replace, or expand each facility in order to continue providing sufficient capacity and treatment for the residents of Bakersfield. Responses to this RFQ shall describe the firms’ capability to assess wastewater treatment plants and make recommendations for long-term planning.
The primary objective of this RFQ is to select one or more engineering consultants to: fully assess Plant 2 and Plant 3, identify factors that limit each plant’s ability to provide continued service and make recommendations to address each factor. If more than one consultant is selected, the consultant selected to assess Plant 3, will also be tasked with providing a preliminary planning report for a future Wastewater Treatment Plant No. 4 (Plant 4).
Attached to this RFQ are overall descriptions of Plant 2 and Plant 3 (Attachment #4 ) which includes the staffing levels for each plant and plant infrastructure information. Below is a brief description of each plant as it pertains to this RFQ:
• Plant 2 is a 25 MGD trickling filter facility, producing secondary effluent that is stored in dams and used for agricultural irrigation. The solids are treated in anaerobic digesters and sent to drying beds, producing Class B biosolids that are land applied on City - owned farmland. The last Plant 2 upgrade was designed in 1997, and construction was completed in 1999. The current influent flow is 12 MGD.
• Plant 3 is a 32 MGD activated sludge facility, producing secondary and tertiary effluent.
Secondary effluent is sent to percolation ponds and used for agricultural irrigation.
Tertiary effluent is stored in an above-ground 3 MG tank and used for landscape irrigation and limited use within Plant 3. The solids are treated in anaerobic digesters and dewatered using centrifuges; producing Class B biosolids that are land applied on City-owned farmland. The last Plant 3 upgrade was designed in 2007, and construction was completed in 2010. The current influent flow is 21 MGD.
Interested firms may schedule a site visit to meet with City staff. Site visits must be scheduled at least two days in advance and can occur from June 2, 2025 through June 13, 2025. Visits will be limited to one visit per firm.

1 back-up generator for power outages.
Wastewater Treatment Plant
No. 3
Plant 3 is a 32 MGD (million gallons per day) wastewater treatment plant. Its primary form of wastewater treatment is activated sludge with settling tanks. Plant 3 is also capable of tertiary treatment via filtration and disinfection with sodium hypochlorite (2 MGD). Plant 3 is also capable of nitrogen removal. Sludge removed in the settling tanks is treated via anaerobic digestion and is dewatered with centrifuges. Dewatered sludge is then hauled offsite daily to City owned farm fields.

Area and equipment:
Headworks, consisting of: 3 bar screens with automatic rake mechanisms, screenings compactor and conveyor, and 5 raw influent pumps.
Grit chamber, consisting: of 2 vortex channels, air diffusers, 2 pumps, and 2 grit classifiers.
Primary clarifiers, consisting of: 2 influent and 3 effluent distribution boxes, 8 primary clarifiers each with sweeping and skimming mechanisms, 6 primary sludge pumps, and 8 scum pits.
Aeration basins with activated sludge, consisting of: influent and effluent channels with air diffusers, 10 aeration basins, 10 return mixed liquor pumps for denitrification, 20 anoxic mixers, hundreds of fine bubble air diffusers, 2 agitation air blowers, and 5 aeration air blowers.
Secondary clarifiers, consisting of: 4 clarifiers each with sweeping and skimming mechanisms, 5 return activated sludge pumps, and 1 scum pit.
Dissolved air flotation thickener (DAFT): 2 DAFT’s, 2 sludge pumps, each DAFT has sweeping and skimming mechanisms, 2 polymer pumps and 2 air pressure regulators.
Anaerobic digestion system, consisting of: 8 anaerobic digesters, 6 mixing pumps, 6 boilers
and heat loops, digester gas conveyance system, 3 gas booster blowers, sludge transfer station with 2 pumps, 4 centrifuge feed pumps, gas treatment system and 1 flare. Gas treatment system removes hydrogen sulfide and has capability to remove silicon, but silicon removal system has operational deficiencies. 2 digesters are currently offline and their mixing and heating systems need to be replaced. One of the offline digesters has a floating dome.
Cogeneration system, consisting of: 2 internal combustion engines. There is a heat recovery system using the engines’ exhaust that is currently offline (would heat digesters when online).
