SUBJECT: Real Time Information Center for the Bakersfield Police Department
1. Resolution determining that the Real Time Information Center services with Constant Technologies, Inc. cannot be reasonably obtained through the usual bidding procedures and authorizing the Finance Director to Dispense with Bidding, therefore.
2. Agreement with Constant Technologies, Inc. (not to exceed $415,000 and a term date of one-year) for the implementation of the Real Time Information Center
RECOMMENDATION:
Staff recommends approval of the resolution and agreement.
BACKGROUND: The Bakersfield Police Department (BPD) is developing a Real -Time Information Center (RTIC) that will serve as a central hub for situational awareness, critical incident response, and proactive policing efforts. As the demand for real -time information, coordinated emergency operations, and seamless communication across public safety functions increases, the Department must invest in a specialized infrastructure that supports those capabilities and is adaptable to future needs.
To meet these operational demands, the department seeks to enter a contract with Constant Technologies, a nationally recognized integrator of mission-critical audio/visual systems, to design, install, program, train, and provide ongoing service for the RTIC’s technology infrastructure. This includes the development of customized video walls, workstation consoles, and integrated software and hardware solutions that support daily oper ations, emergency response coordination, and multi -agency collaboration.
The BPD is now requesting to enter into an agreement with a total compensation amount of $415,000 with a one-year term for Constant Technologies, Inc. to complete RTIC for the BPD
FISCAL IMPACT: This project is fully funded through the PSVS Capital Improvement Project.
