ADMINISTRATIVE REPORT

MEETING DATE: August 27, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic and Community Development Director DATE: July 21, 2025
SUBJECT: Amendment No. 1 to Agreement No. 2020-173 with County of Kern (extend term to September 9, 2030) to lease office space at the Brundage Lane Navigation Center for Department of Human Services staff to provide on-site services at Brundage Lane Navigation Center. (Ward 2)

RECOMMENDATION:

Staff recommend approval of the amendment.

BACKGROUND:

The City of Bakersfield owns the Brundage Lane Navigation Center (BLNC), an emergency shelter, and funds Mercy House Inc. to operate the shelter. As part of their work to regain housing and a month ly income, shelter residents receive social services from the County of Kern Department of Human Services (DHS). To minimize barriers to accessing services, BLNC provides these services on-site at the BLNC at no extra cost to Mercy House or its residents. In return, City of Bakersfield provides use of office facilities at no cost to DHS.

Council’s approval of this amendment would extend the original lease expiration date of September 8, 2025 to September 30, 2030.

FISCAL IMPACT:

No fiscal impact as this is an in-kind lease.

COUNCIL GOAL:

Safety and Resilience
