The existing conditions present many notable challenges. The wide streets and travel lanes promote higher speeds and create long crossing distances for people walking, while the continuous parking lanes can reduce visibility of people, especially children, attempting to cross the streets. The signalized intersections are spaced ½ mile apart, creating long stretches of the corridor where no crossings of Monitor Street are provided. The lack of landscaping, particularly trees, reduce appeal and the appetite for walkability while also creating heat islands due to the lack of shade. In addition, the existing shared parking and bike lane with no bike lane striping or buffer for long stretches of the corridor might reduce bicyclists' sense of comfort and perceived safety and increase the risk of "dooring" from parked vehicles.
Vision
The following schools are located along, or within a block radius of, Monitor Street, and fall within the Kern High School District (KHSD) and the Greenfield Union School District (GFUSD). • South High School (KHSD)
• Prosperity Elementary School (GFUSD)
• Greenfield Middle School (GFUSD)
• Greenfield Community School (GFUSD)
• Palla Raffaello Elementary School (GFUSD)
• Valle Verde Elementary School (GFUSD)
• Leon H. Ollivier Middle School (GFUSD)
• Horizon Elementary School (GFUSD)
• Golden Valley High School (KHSD)
The vision for the Project is to transform Monitor Street into a safer corridor for all users, including the most vulnerable - school-aged students, by implementing improvements such as traffic calming, enhanced pedestrian crossings, improved signage and lighting, more resilient pavement markings, ADA modifications, median modifications, and sidewalk improvements.
Project Understanding
The City seeks to complete preliminary studies and create conceptual designs for improvements along the Monitor Street Corridor with the goal of approval and presentation of the developed concepts, to then identify potential grant funding opportunities for construction. This constitutes Phase 1 of the Project. Phase 1 will aim to scope Phase 2 of the Project which will include completing the environmental document and final design to prepare the Project for the Construction Phase.
The scope of services provided by Kimley-Hom for Phase 1 (outlined below) is intended to support the design alternatives analysis and anticipated grant application process. Since community engagement and stakeholder input is an important component of any grant application, the scope includes updating the community/stakeholders on the project and soliciting input on the needs and proposed improvements.
In addition, the City is seeking support on its ongoing pavement rehabilitation program. This support comprises of signing and striping plans required to incorporate any modification to existing lane configurations at the time of pavement rehabilitation on select roadway segments. -------, l kimley-horn.com 660 S. RE: Proposal to Complete Final Design for the Monitor Street School Corridor Active Transportation Improvements Project – Phase 2
Dear Mr. Grimes:
Kimley-Horn and Associates, Inc. (Kimley-Horn or “the Consultant”) is pleased to submit this letter amendment proposal (the “Amendment”) to the City of Bakersfield (the “City” or “Client”) to complete final design for the Monitor Street School Corridor Active Transportation Improvements Project (the “Project”). Our understanding, scope of services, schedule, and fee to perform these services are included below.
BACKGROUND
The City provided a Notice to Proceed to Kimley-Horn on May 4 th, 2023 to complete Phase 1 of the Project. The purpose of Phase 1 was to develop and study various alternatives with the goal of selecting a locally preferred alternative based on City and community input to move forward with into final design.
To support the preliminary engineering designs for the alternatives, Kimley-Horn completed aerial mapping, utility coordination and base mapping, traffic counts and operational analysis, and community engagement. Kimley-Horn developed two alternatives, which were submitted to the City on January 19, 2024 for review and input. The key improvement features contained in those alternatives include raised medians, buffered bike lanes on both sides of Monitor Street, protected intersections, bus bays, existing signal modifications, street and pedestrian lighting, and shade trees. The first alternative maintains existing parking along the corridor, while the second alternative prioritizes additional buffer islands and tree planting for shade of the bike lanes and pedestrian walkways.
The City is in the process of selecting a preferred alternative and will be applying for the 2025 Active Transportation Program (ATP) Cycle 7 (anticipated call for projects – Thursday, March 21, 2024) to receive grant funding for the project’s construction, the proposal for which is included in this amendment.
PROJECT UNDERSTANDING
With Phase 1 nearing completion, the City has requested Kimley-Horn to provide a proposal for the completion of Phase 2 of the Project. Phase 2 will include the completion of design topographic ground surveys and right of way engineering, utility coordination, grant support, completion of the Environmental Document and supporting technical studies, and preparation of final design construction documents.
Exhibit C: Expanded Scope of Work for Amendment 1
kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 Since the City will be applying for the ATP grant funds, both the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents are anticipated to be required.
Since the project proposes bike and pedestrian improvements, it may qualify for a Statutory Exemption (SE) under CEQA per SB 922. SE applies to projects that fall under a certain definition, regardless of the project’s potential impacts to the environment. If a project is statutorily exempt from CEQA it requires no further environmental review. In addition to project category type, there are also other stipulations that need to be met in qualify for the SE such as no right-of-way (ROW) impacts. Alternately a Categorial Exemption (CE) can be applied for under CEQA. It is anticipated that the City will prepare the CEQA SE or CE, and Kimley-Horn will complete the activities required by Caltrans for NEPA. It is anticipated a Categorical Exclusion will be the appropriate level of NEPA documentation. A Preliminary Environmental Study (PES) form is required by Caltrans to scope the NEPA document and required technical studies. Since Caltrans will typically not process a PES form until a federal ID number has been awarded to the Project, the Kimley-Horn team recommends holding off on advancing any NEPA tasks until federal funding is identified.
Kimley-Horn will assist the City with the preparation of one grant application for ATP Cycle 7 Large Infrastructure Projects as provided by the Caltrans Division of Local Assistance (DLA). The grant application will be prepared in a manner consistent with the Caltrans published guidelines at the time of the development of this Scope of Services. The preparation of this grant application will require input, both qualitative and quantitative, from the City.
Kimley-Horn will provide the services specifically set forth below to complete Phase 2 of the Project.
SCOPE OF SERVICES
Task 1: ATP Cycle 7 Grant Application Preparation
Task 1.1 Data Requests
Kimley-Horn shall be entitled to rely on the completeness and accuracy of all information provided by the City. The City shall provide all information requested by Kimley-Horn during the project including but not limited to the following:

kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 ► Deliverables: Draft and Final Grant Application to City/Caltrans, and Regional Supplement to Kern COG
Task 2: Engineering Survey
Aerial mapping was obtained during Phase 1. Topographic ground surveys and ROW mapping are intended to supplement the aerial mapping completed during Phase 1 to support the final design.
Task 2.1 Topographic and Right-of-Way Mapping
The Kimley-Horn team will survey a 50-foot grid street cross-section of Monitor Street, 100-feet past intersecting streets, and will capture surface features from back of walk to back of walk. It is assumed survey outside of the public right-of-way is not required.
The Kimley-Horn team will survey street centerline monuments and ties to be used for the establishment of the existing right-of-way limits from found monuments based on City and County records maps and documents. Property lines will be shown per record only. ► Deliverables: Updated AutoCAD base map with high-resolution photo, surface TIN, and surrounding parcel data from Kern County Assessor’s GIS data Task 3 – Environmental Documentation
Phase 1 included an environmental screening to scope the anticipated level of environmental documentation. Based on the pedestrian and bicycle safety improvements proposed within existing City right-of-way, a CE/CE is anticipated. It is assumed that the City will prepare any technical studies required for CEQA, and will prepare the CEQA notice of exemption (NOE).
The City will be applying for ATP Cycle 7 grant funds for the construction of the Project. The ATP is funded with both State and Federal funds. Therefore, if federal dollars are allocated to the Project, NEPA clearance will be required. Tasks 3.2 and 3.3 will be initiated only if federal funding is received for the Project.
Task 3.1 – Project Description
The Project Description is a critical component because it is the basis for the environmental analysis.
The Kimley-Horn team will prepare a draft Project Description to be used for both CEQA and NEPA, for City review and approval. The Project Description will detail the Project’s Purpose and Need, location, environmental setting, Project components, construction schedule/phasing, and discretionary actions. Exhibits will be prepared to depict the regional and site vicinity and key project components as well as the Environmental Study Limits (ESL) and Area of Potential Effect (APE). We will respond to one reconciled set of comments on the draft Project Description. We will repurpose the Project Description drafted for the CEQA for NEPA in close coordination with City staff. ► Deliverable: Draft and Final Project Description
Optional Task 3.2 – NEPA PES Form
Caltrans will require the City to complete a Preliminary Environmental Study (PES) form. This scope
kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 includes preparation of a PES form (Chapter 6 Local Assistance Procedures Manual). We will respond to one set of consolidated comments from the City on the PES. We will revise the PES and resubmit in tracked changes for City approval. We will address final City comments and provide the PES for Caltrans submittal. We will coordinate with Caltrans to provide requested additional technical studies and Caltrans will finalize and complete the NEPA CE.
► Deliverables: Draft and Final PES Form
Optional Task 3.3 – NEPA CE
This scope assumes Caltrans will be the lead agency for NEPA. NEPA requires federal agencies to disclose to decisionmakers and the interested public a clear, accurate description of the potential environmental impacts of proposed federal actions and the reasonable alternatives to those actions.
Consistent with 23 CFR 771.117(d), Caltrans will likely use a NEPA categorical exclusion for environmental clearance. The D list (e.g., Section 771.117[d]) of categorical exclusions require additional actions prior to approval. Potential categorical exclusion categories include D.1 (modernization) and/or D.2 (highway safety improvements).
To support the NEPA CE, Kimley-Horn will draft a Mitigation Memorandum, documenting the standard Caltrans Avoidance and Minimization Measures (AMMs) that the project would incorporate. Kimley- Horn will revise the draft and prepare a final Mitigation Memorandum based on one (1) round of consolidated comments. It is understood that there will not be property acquisition requirements for the project, and that no real property takes would occur. As such, this scope assumes that no Community Impact Assessment would be required.
It is our understanding that there are no impacts to jurisdictional water features within the proposed project footprint, nor are there areas of habitat for species of concern. As such, it is not anticipated that regulatory permits (e.g. ACOE, RWQCB, CDFW) would be required.
Task 4 – Utility Coordination
Task 4.1 Utility B & C Letters
The Kimley-Horn team will prepare utility ‘B’ letters to reflect the proposed improvements and to verify the locations of facilities as incorporated into the base mapping. Potential conflicts will be identified, and follow-up phone conversations will be conducted to resolve the conflicts or to coordinate relocation requirements.
The team will prepare utility ‘C’ letters to reflect the final notification to utility owners that relocation or services are required and to coordinate the final utility contract documents. ► Deliverables: Utility B Letters; Utility C Letters; and Utility Conflict Matrix Task 4.2 Field Review and Base Map Updates
The Kimley-Horn team will visit the site to review and record visible, above-ground existing conditions with plans in hand. Existing utilities, drainage facilities, fencing and other improvements, etc. shall be
kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 noted and compared with the topographic mapping and utility base mapping prepared in Phase 1 and revised in Phase 2. The base map will be updated to reflect items identified in the field review.
Optional Task 4.3 Utility Certification
If the Project is successful in receiving grant funding, Utility Certification will be required by Caltrans before funds can be allocated for construction. The Kimley-Horn team will prepare the required utility and ROW certification documentation to receive approval from Caltrans. This includes up to one meeting with Caltrans local assistance to review ROW and utility certification documents. ► Deliverables: Caltrans Form 13-B ROW Certification Form, Utility Liability Forms, and Form 14D Utility Notices
Task 5 – Plans, Specifications, and Estimate (PS&E)
Task 5.1 Drainage Study
The Kimley-Horn team will confirm existing drainage tributary areas contributing flows to the project limits, associated flow rates, and existing drainage facilities. The team will assess post improvement drainage areas/improvements, changes in flow rates, and impacts or modifications required for existing drainage facilities. The City of Bakersfield’s Engineering Design Manual Division Three Drainage will be used to complete the hydrological analysis.
It is assumed that the Project will maintain existing drainage patterns. A hydraulic analysis following the City of Bakersfield standards will be completed to size proposed catch basins and laterals. Because the project aims to decrease the impervious area within the project limits, an in-depth hydraulic analysis of the existing inlets and storm drain system is not included. Main line relocations or modifications are not anticipated or included, and relocation of other major utilities to accommodate the storm drain modifications are not anticipated to be required. Permanent Best Management Practices (BMPs) or stormwater treatment is not anticipated to be required.
A Draft Drainage Study will be submitted with the 60% PS&E package. One consolidated round of comments from the City is anticipated on the Draft Drainage Study. These comments will be incorporated into the Final Drainage Study for inclusion with the 90% PS&E package. ► Deliverables: One (1) Copy of the Draft and Final Drainage Study Memorandum Task 5.2 –60% PS&E
The Kimley-Horn team will produce and submit 60% plans, specifications outline, estimates, and the Draft Drainage Study for review and comment from the City.
Street Improvement plans will include sidewalk, roadway, curb extensions, and median improvements and include plan and profile views, existing right-of-way, centerline, join line, curb and gutter, flow line, top of curb, back of sidewalk, etc. for the improvements. Drainage improvements, construction details, and bus stop relocations will each be shown on their own sheets. Any potential utility conflicts will be confirmed and identified in the plans and coordinated with the various utility companies. It is assumed
kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040 that utility potholing will not be required. If utility potholing is identified as being required, Kimley-Horn will notify the City and prepare a scope and fee for the anticipated effort.
Construction detail sheets will be provided for each intersection to detail the curb ramp grading. It is assumed that details required for the construction of the buffer islands will be provided on the street improvement plans.
Traffic signal modification plans will be prepared for upgrades to six (6) existing signalized intersections in accordance with City design guidelines to show the proposed signal modification including proposed signal poles and other new signal equipment or cabinet modifications. In addition, Kimley-Horn will prepare Rectangular Rapid Flashing Beacon (RRFB) design plans for two (2) new pedestrian crossings to show the proposed control. It is assumed a new interconnect system, or modifications to any existing interconnect system, will not be required. It is assumed that traffic control plans will be prepared by the contractor.
The team will review the readily available as-built plans of the existing lighting system and coordinate with the City on preparing and processing the permanent street lighting and photometric design plans.
Per the City’s GIS website, it appears existing streetlights are only at intersections. Based on the photometric analysis and the City of Bakersfield street lighting design standards, we will determine the number of new streetlights or pedestrian lights that would need to be added. It is assumed that all coordination regarding service points will be conducted by the City.
Landscaping plans will consist of street tree planting and hardscape improvements. Trees will be planted in existing landscape parkways per City Standards, and un-stabilized decomposed granite can be proposed at curb extensions for non-walkable surface areas as an alternative to planting. Street trees will be chosen based on the City’s Street Tree recommendation list and the species’ ability to grow a full canopy quickly to reduce the Heat Island Effect. Tree selection will be a collaborative process with City Staff based in previous experience and maintenance considerations. Proposed irrigation is not assumed to be required. Kimley-Horn will coordinate with the City to discuss current approach to tree watering.
Plans will be prepared in AutoCAD Civil 3D format and will be submitted to the City for review and approval. The following plans are anticipated for inclusion in the final bid set:

RE: Proposal to Complete Final Design for the Monitor Street School Corridor Active Transportation Improvements Project – Scope Amendment #2
Dear Mr. Grimes:
Kimley-Horn and Associates, Inc. (Kimley -Horn or “the Consultant”) is pleased to submit this letter amendment (the “Amendment”) to the City of Bakersfield (the “City” or “Client”) to amend the scope for the previously executed Monitor Street School Corridor Active Transportation Improvements Project (the “Project”) Agreement (the “Agreement”). The project corridor extends along the 3- mile stretch of Monitor Street from Merrimac Avenue to Astor Avenue (“Project Limits”). Our understanding of the scope of work adjustments are summarized below.
Background
Kimley-Horn submitted the 60% PS&E design package for the Project on November 15, 2024. The City provided comments on the 60% PS&E package on January 8 and 14, 2025, and Kimley-Horn had begun addressing comments and progressing the Project to 90% PS&E, originally targeted for March 2025. During the February 26, 2025 Project Development Team (PDT) meeting, the City directed Kimley-Horn to revise the design to incorporate raised bikeways on segments where there were densely spaced driveways and to convert all bus stops to turnouts.
Two alternatives were evaluated during the design process . The alternative selected by the City , Alternative 1, includes revised design features such as raised bikeways that provide a separated space for cyclists, enhancing safety and discouraging vehicle parking within the bikeway. These raised bikeways are proposed on select segments along both sides of Monitor Street between Berkshire Road and Fairview Road, specifically in areas with closely spaced driveways, and proposed to continue only along the west side of Monitor St reet from Fairview Road to Kyner Avenue. Attachment A illustrates the proposed raised bikeway improvements for the selected alternative design. In addition, all bus stops within the project limits — Monitor Street (Merrimac Avenue to Hosking Avenue) — will be modified to turnouts to support consistent traffic flow. The protected intersection design concept from the previous 60% plans will remain to minimize impacts on drainage and underground utilities.
Exhibit D: Additional Scope of Work for Amendment 2
kimley-horn.com 660 S. Figueroa Street, Suite 2050, Los Angeles, CA 90017 213 261 4040
Kimley-Horn reviewed the revisions agreed upon with the City and summarized above, and provided an estimate of an additional $250-350k to revise the design and continue moving forward with the full Project scope. The City stated that there is no additional funding available for design revisions and requested that the Consultant develop a workplan to complete the updates within the remaining project budget.
Kimley-Horn has developed a revised- scope approach to complete the revisions and deliver 100% PS&E for a portion of the project corridor within the remaining budget. This approach includes updating and resubmitting the 60% PS&E design package to incorporate the design revisions stated above for the entire project corridor . The City is currently reapplying for funding from Congressman Valadao’s office to construct the northern segment of the corridor, from Pacheco Road to Merrimac Avenue, as an initial implementation phase to the Project (Implementation Phase 1). Kimley-Horn will advance this northern segment to 90% and 100% PS&E phases. The southern segment, south of Pacheco Road, will be shelved at the 60% design level and will be finalized as part of a future phase (Future Implementation Phase 2) once additional funding is acquired by the City.
Kimley-Horn will perform the services specifically set forth below.
Scope of Services
Task 5.2.1 – Revised 60% Plans and Estimates
This task will be added as a supplement to Task 5.2 of the original PS&E scope (submitted April 19, 2024).
The Kimley-Horn team will revise and resubmit the 60% Plans, Opinion of Probable Construction Cost (OPCC), and Draft Drainage Report based on the design revisions summarized above and agreed to at the April 18, 2025 PDT meeting, which include incorporating raised bikeways and converting all bus stops to turnouts for City review.
The street improvement plans will include sidewalks, roadway, curb extensions, and median improvements, with plan and profile views showing design elements such as existing right -of-way, centerline, joint line, curb and gutter, flow line, curb ramps, etc., for the improvements. The construction detail sheets will include curb ramp grading at intersections and bus stop relocations — buffer island details will be included on the street improvement plans. The storm drain plans will include catch basin modifications along the newly implemented raised bikeways.
The signing and striping plans will show pavement markings and signage layouts consistent with the updated roadway configuration. The traffic signal plans will cover upgrades at six signalized intersections, including proposed signal poles and equipment, and Rectangular Rapid Flashing Beacon (RRFB) design plans for up to three unsignalized pedestrian crossings. It is assumed a new interconnect system, or modifications to any existing interconnect system, will not be required. It is assumed that traffic control plans will be prepared by the contractor. Traffic signal p lans will be revised based on the City’s comments and direction provided at the February 26, 2025 PDT meeting.
The lighting design will remain unchanged from the previous 60% submittal phase. No revisions are anticipated currently.
The landscaping plans will include street trees per City standards, with species selected through a collaborative effort with the City to promote canopy growth and heat reduction. The Kimley-Horn team will develop irrigation plans as part of the 90% and 100% submittals — these are not included in the revised 60% submittal.
Plans will be prepared in AutoCAD Civil 3D format and will be submitted to the City for review and approval. The following plans are anticipated for inclusion in the final bid set:

Task 5.3 – 90% PS&E
This task will supersede and replace Task 5.3 of the original PS&E scope (submitted April 19, 2024) in its entirety.
The Kimley-Horn team will update the plans for the northern segment of the Monitor Street corridor, from the intersection at Pacheco Road to Merrimac Avenue (Implementation Phase 1) , based on comments provided by the City on the 60% PS&E package. Consistent with the Project Design Scope, Kimley-Horn will prepare a 60% Response to Comments Matrix to track all comments received and their resolutions. The 90% Submittal Plans, Specifications, and OPCC will reflect these updates, while the southern segment (south of Pacheco Road; Future Implementation Phase 2) will remain at the 60% design level.
It is noted that based on the comments received from the City on January 9, 2025, the City intends to update the lighting along the project corridor as follows: remove all wood poles and overhead feeds, remove all direct bury poles and replace with flange mount and foundations, add pedestals per City standards to eliminate #2 boxes from PG&E, up grade existing LED fixtures to current standard LED fixtures, and add additional lighting as needed throughout the project corridor. Many of the existing lights along Monitor Street between Pacheco Road and Merrimac Avenue are on wood poles and have short luminaire mast arms which do not sufficiently illuminate the roadway. For Implementation Phase 1, the lighting design will include removing and replacing existing streetlight to adequately illuminate the corridor.
Plans will be prepared in AutoCAD Civil 3D format and will be submitted to the City for review and approval. The following plans are anticipated for inclusion in the final bid set:
• Title Sheet 1 Sheet
• General Notes 1 Sheet
• Typical Sections 1 Sheet
• Survey Control Sheets 8 Sheets at 1” = 40’
