DATE: August 8, 2025
SUBJECT: Amendment No. 2 to Agreement No. 2023-101
with Kimley-Horn (to include revisions to project design and phased design and implementation strategy; no increase of compensation) for the Monitor Street Safe Routes to Schools Project (Wards 1 & 7)
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The Monitor Street Safe Route to Schools Project looks to implement complete streets improvements along Monitor Street from Golden Valley High School (Hosking Ave) to South High School (White Lane).
This 2.8-mile corridor provides major access to nine (9) schools, as well as Stiern Park. In an effort to transform Monitor Street into a s afer corridor for all users, including the most vulnerable – school-aged students, improvements will include traffic calming, enhanced pedestrian crossings, improved signage and lighting, more resilient pavement markings, ADA modifications, median modifica tions, and sidewalk improvements. In addition, the Consultant will provide designs for traffic calming and road diet/toning improvements, including, but not limited to, street geometry changes, curb, gutter and sidewalk, stripping and signage, and roundabouts to be installed by City Staff or On-Call Contractors
On April 26, 2023, the City entered into Agreement No. 2023 -101 with Kimley -Horn and Associates to provide a 30% design for the Monitor Street Safe Route to Schools Project and assist with gathering community input for the project. By utilizing an online outreach tool created by Kimley-Horn, community meetings, as well as working in tandem with the school districts, the City has been able to incorporate public feedback into the 30% design and will continue to develop the project with the community’s input.
On May 08, 2024, the City entered into Amendment No. 1 to Agreement No. 2023 -101 to expand the scope to 100% to include 100% plans, specifications, & estimates, environmental documentation, ATP Cycle 7 Grant Application assistance, and bid and construction support. The amendment increased the not-to-exceed compensation amount by $1,582,800.00 to $2,031,740.00.
Amendment No. 2 modifies the project scope by adjusting the design requirements for Moni tor Street.
Originally, the entire project corridor —from Astor Avenue to Merrimac Avenue —was to be designed to 100%. Under the amendment, only the northern segment of Monitor Street (from Pacheco Road to Merrimac Avenue) will advance from 90% to 100% desig n. The remaining portion of the corridor will be paused at the 60% design stage and deferred for completion once additional funding becomes available.
This change reflects a shift to a phased implementation strategy, which allows the project’s financial burden to be spread over time while continuing progress toward the overarching goal: enhancing the corridor as a Safe Route to Schools. The City has requested Community Project Funding for the Monitor Street Project through Congressman Valadao’s Office.
FISCAL IMPACT:
There is no General Fund impact associated with this amendment, due to the fact that no compensation or increase cost it will only extend the time of the agreement.
COUNCIL GOAL:
Reliable Infrastructure
