MEETING DATE: August 27, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: August 8, 2025
SUBJECT: Amendment No. 2 to Agreement No. 2023-186
with Parsons Transportation Group to expand scope (increase compensation $548,725.00, for a total compensation of $1,198,270.00) for design services for the Bridge Repair and Rehabilitation Program
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The City currently maintains 122 bridges over the Kern River, canals, roadways, and railways. To keep an accurate inventory of the regular maintenance and necessary repairs and rehabilitations of these bridges, staff recommended preparing a comprehensive Bridge Asset Management Program ( BAMP) that is managed by a qualified program management firm. This program will allow the Cit y to assess and rank the repairs and rehabilitations needed, create supplemental task orders, and generate cost estimates for future budget planning and bidding purposes. New bridge rehabilitation projects would be programmed into the BAMP, subject to the approval of City Council.
Amendment No. 1 expanded the scope of work to include design for the replacement of the bridge at Alta Vista Drive over the East Side Canal. Staff inspected the box culvert in Summer 2023 and the footing under the middle span has failed and separated from the stem. A subsequent inspection in January 2024 found that the canal was full of water and the footing failure was not visible. There were other signs of disrepair of the bridge including railing failure, spalling, cracking, and exposure of aggregate for the bridge which was built in 1947. Based on the condition of the bridge it is recommended to reconstruct the bridge.
A Request for Proposal was issued to Parsons for the design services needed to repair the Alta Vista Bridge.
Parsons’ proposal for design of the Alta Vista bridge totaled $149,000.00. This amendment also includes inspections and feasibility studies of an additional 45 bridges and grant application assistance that total $250,000.00.
Amendment No. 2 expands the scope to include inspections and feasibility studies for bridges previously uninspected under this contract, preparation of an updated grant agreement for additional federal funding, and additional bridge design services for repairs located at Panorama Drive and the Manor Street Separation, the Rosedale Highway Bridge over the Kern River, the Pioneer Inlet Bike Path Bridge Slope Pavement Replacement, and review of the plans for the Hageman Flyover project.
FISCAL IMPACT:
The adopted FY 2025-26 CIP budget allocated $1,000,000 in Project #T4K312. There are sufficient funds available within the project account to fund this amendment.
