ADMINISTRATIVE REPORT
MEETING DATE: August 27, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic and Community Development Director DATE: August 4, 2025
SUBJECT: Amendment No. 3 to Agreement No. 2020-171 with Kern County Hospital Authority and Kern Medical Center (KMC)
(to extend term to September 30, 2030) for the lease of space at the Brundage Lane Navigation Center. (Ward 2)
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The City of Bakersfield owns the Brundage Lane Navigation Center (BLNC), an emergency shelter, and funds Mercy House Inc. to operate the shelter. As part of their work to regain housing and a monthly income, shelter residents receive onsite medical care from the Kern County Hospital Authority which owns and operates Kern Medical Center (KMC). To minimize barriers to accessing services, BLNC provides these services on-site at the BLNC at no extra cost to Mercy House or its residents. In return, City of Bakersfield provides use of exam rooms, office facilities, a storage area and a recuperative care facility at no cost to KMC.
Council’s approval of this amendment would extend the original lease expiration date of September 8, 2025 to September 30, 2030.
FISCAL IMPACT:
No fiscal impact as this is an in-kind lease.
COUNCIL GOAL:
Safety and Resilience
