Change Order No. 3 provides for the cleaning of the headworks channel, which has not been performed due to the extended shutdown of the headworks. During the installation of the bypass pump ing system, a significant amount of rags and debris was discovered in the bar screen channel as a result pf insufficient routine cleaning during this period of inactivity.
