RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
On July 19, 2021, the State of California established the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3). The Program is administered by the California Interagency Council on Homelessness (Cal ICH).
HHAP-3 is a $1 billion one-time block grant that provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. The State allocated funds on a formula basis for Continuums of Care, large cities, and counties determined by size of the jurisdiction and its portion of the state’s homeless population. City of Bakersfield received $3,990,136.37 in HHAP-3 funds. A portion of the HHAP-3 funds were budgeted for permanent housing and supportive services.
On April 18, 2025, the City of Bakersfield released its Affordable Housing Trust Fund Notice of Funding Availability (NOFA) for the development of affordable housing units to serve qualifying populations. The Housing Authority of the County of Kern (Authority) submitted a proposal requesting assistance in completing forty-eight (48) permanent housing units at CityServe Elevate Apartments, located at 3201 F.
Street, Bakersfield, CA 93301.
This project will house individuals and families experiencing homelessness within the city of Bakersfield and aligns with the goals of the City and HHAP program. The City desires to expend a portion of HHAP-3 funds on permanent housing and supportive services at CityServe Elevate Apartments.
