(not to exceed $150,000) for Engineering Design Review, Plan Check, and Engineering Inspection Services for City infrastructure affected by California High Speed Rail.
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
The California High-Speed Rail Authority (HSRA) is responsible for the planning, design, construction, and operation of the first high -speed rail system in the nation. The California high -speed rail system will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs, and preserve agricultural and protected lands. When it is completed, it will run from San Francisco to the Los Angeles basin in under three hours at speeds of over 200 miles per hour.
To facilitate the construction of the high -speed rail system, specifically the eventual design and possible relocation of certain City facilities that conflict with the system, the HSRA requires the City of Bakersfield to perform work including, but not limited to, commenting on design and engineering do cuments, reporting of identified conflicts and suggested mitigations, participation in coordination activities, attendance at meetings as requested in writing by the HSRA, preparation of responses, approval of meeting minutes, and supplying of most current property rights documents, including prior rights and updates to those rights.
The City has entered into Agreement No. 2024 -296 with the California High Speed Rail Authority in the amount of $290,000 to reimburse the City for the services rendered, eithe r performed by staff or consultants. This amount is an estimate of the services expected by the City up to 30% design plans. To fulfill this, the City issued a Request for Qualifications and Proposal for Engineering Design Review, Plan Check, and Engineering Services on April 15, 2025. Following evaluation, the City intends to enter into an agreement with Parsons Transportation Group, Inc. for a total not-to-exceed amount of $150,000.
FISCAL IMPACT:
For the services rendered, a not -to-exceed amount of $29 0,000.00 has been agreed upon between the City and the California High Speed Rail Authority. For services satisfactorily rendered in accordance with the Agreement, and upon receipt and approval of the invoices, the HSRA shall reimburse the City for actual costs incurred for direct labor, fringe and overhead rates, and other direct costs, limited to approved subcontractors and vendors in accordance with Agreement No. 2024 -296. Any approved subcontractor and vendors shall be subject to the same reimbursement provisions. The services and cost will all be reimbursed by the HSRA and the City will not bear the cost of the services, thus the City General Fund will not be impacted.
