I. INTRODUCTION

The City of Bakersfield (“City”) is seeking qualified engineering firms to provide engineering design review, plan check, and engineering inspection services for infrastructure affected by the high speed-rail project. To construct the HSR corridor on the proposed track alignment, numerous City facilities will have to be relocated or modified. These facilities include: traffic signal modifications, street lighting, sewer, water, street reconstruction or realignments, striping, bridge structures, curbs, gutters, and sidewalks. Throughout this RFQ/P, the term “City” applies to the City of Bakersfield. This Project is Federally funded, and Federal regulations will apply.

II. PROJECT DESCRIPTION & SCOPE

The California High-Speed Rail Authority proposes to construct a dedicated high-speed rail corridor through the City of Bakersfield. The Bakersfield High-Speed Rail Locally Generated Alternative (LGA) is located entirely in Kern County, and within the cities of Shafter and Bakersfield. The preferred alternative alignment included in the 2018 and 2019 Environmental Documents begins at the southern limit of high-speed rail Construction Package 4 at Poplar Avenue in the City of Shafter. The track alignment follows BNSF alignment south through the City of Shafter and then turns east at Riverside Street. The alignment then follows the future Northern Beltway corridor in Kern County and spans the Friant-Kern Canal, turning south as it approaches Union Pacific Railroad corridor. The southern-most half of the LGA alignment is primarily on viaduct structure for approximately 6.43 miles into the City of Bakersfield as it crosses the Kern River and ends at the Bakersfield high-speed rail station at F Street and SR204. Total project length is approximately 18.48 miles.

Services will include on -call engineering plan review services as requested by the City on all of the specialties described above. Assignment of plan check duties to the consultant will occur as needed through a task order process. Services will also include on -call engineering inspection services during construction of City of Bakersfield infrastructure. The engineering inspection work will include traffic control approval and inspection, verification of required permits, and inspection of construction operations to verify compliance with Public Works Standards.

Compensation for the agreement between the City of Bakersfield and the awarded firm will be based on an hourly rate contract. The City anticipates a n annual budget ranging from $80,000 to $150,000 for this undertaking.

Anticipated Project Time Frame [Subject to Change]: 07/2025 - 08/2026.

Design Management
Parsons assembled a team of design engineers with a depth of experience in designing and reviewing city public works transportation infrastructure improvements, including road alignments, bridge structures, traffic signals, curb/gutter/sidewalk designs, and utility relocations. Our staff have gained this experience from Parsons’ roles on numerous civil design projects for the City, and from extensive design work performed for Caltrans and California High-Speed Rail (CHSR) Segment CP-1.

An essential part of the design process is to perform discipline and interdisciplinary design reviews as part of the quality control process. The level of effort and expertise our design teams regularly draw upon to accurately complete these internal quality reviews on our large design projects are the same qualities that we will use to provide these design review services for the City. Upon Notice to Proceed (NTP), we will first create design review checklists from the City, Caltrans, and appropriate utility design criteria covering road improvements, bridge structures, and utility design reviews. These checklists will be used as a starting point for each on-call design review to ensure a thorough review has been completed.

Regularly scheduled calls with City staff will provide a status update of our progress along with resolving any coordination topics. Internal design calls will be held with task order reviewers to ensure they have a common understanding of the design, and a comprehensive review is completed with clear and constructive comments provided. Comment logs will be screened to ensure no duplicate or conflicting comments are submitted. To accomplish all of this, we will use a full suite of professional file sharing and communication tools such as SharePoint, Bluebeam, and Microsoft Teams.

Stations Management
Our team of station designers brings a wealth of experience and expertise in the design and review of rail station projects, with direct experience with HSR, commuter rail, and light rail projects locally and across the nation. We are adept at familiarizing ourselves with project plans and specifications to identify, mitigate, and prevent design and construction issues and potential disputes. Our reviewers have relevant experience in architectural design, station requirements, site coordination, ADA requirements, sustainable design practices, and Crime Prevention Through Environmental Design (CPTED). We have been involved in all phases of rail station design development, from preliminary engineering through construction, and are well suited to perform constructability reviews and plan checking of early design plans and specifications. In addition to our comprehensive understanding of the impacts of a HSR corridor on the existing infrastructure and facilities of an urban environment, we will review for compliance with ADA standards, with an eye towards incorporating sustainable design practices as appropriate to encourage energy efficiency and reduce environmental impact. We will provide thorough and accurate reviews, contributing to the successful project.

Scope of Work
Scope of Work Commitment: Parsons is committed to performing at least 50 percent of the total scope of work, ensuring that our expertise and resources are fully utilized to meet the project's objectives and deliver high-quality results.
