ADMINISTRATIVE REPORT

MEETING DATE: September 10, 2025 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: August 27, 2025
SUBJECT: Agreements for tree trimming and bulky item removal services

1. Agreement with Los Dos Hermanos, (not to exceed $75,000).

2. Agreement with Stars & Stripes, (not to exceed $125,000).

RECOMMENDATION:

Staff recommends approval of the agreements.

BACKGROUND:

Due to the increase in requests for services, a new agreement is needed to perform tree trimming services due to unkempt shrubbery and overhanging tree branches and bulky item removal services due to illegal dumping. Trees in alley ways require trimming to allow refuse trucks to safely pass without causing damage to the refuse trucks, trees or other City equipment. The trees may prevent City trucks from servicing an entire alley if they cannot pass through if a branch becomes overloaded and starts to sag into the alley way. In addition to tree trimming, bulky item removal caused by illegal dumping causes alley hazards that can delay services to residents and commercial companies.

Staff issued a request for proposals (RFP) to establish a new agreement for tree trimming and bulky item removal services. Responses to the RFP were received from eight firms as summarized below.

 Alspaw Tree Service
 Elite Maintenance and Tree Service
 General Tree Service, Inc.
 Los Dos Hermanos
 Rancho Tree Service
 Salas Tree Service
 Stars and Stripes
 T&S Tree Service

Staff recommends approving the agreements for Los Dos Hermanos not to exceed seventy-five thousand dollars ($75,000.00) and Stars & Stripes not to exceed one-hundred twenty -five thousand dollars ($125,000) for tree trimming and bulky item removal services.
