ADMINISTRATIVE REPORT

MEETING DATE: September 10, 2025 AGENDA CATEGORY: Consent – Resolutions TO: Honorable Mayor and City Council
FROM: Christi Tenter, Human Resources Director
DATE: August 27, 2025
SUBJECT: Job Specification and Salary Updates 9/10/2025 Amendment No. 44 to Resolution No. 44-93 setting salaries and related benefits for the Temporary Unit.

RECOMMENDATION:

Staff recommends adoption of the Resolution.

BACKGROUND:

Human Resources oversees the administration of citywide class specifications. Periodically class specifications require updates to reflect changes and/or modernization, reflecting current duties and required minimum qualifications. These updates provide an accurate description of the job duties, which is essential in providing candidates with a comprehensive overview of positions during recruitment efforts. New classifications may also be created to support o rganizational growth and skills required to meet work requirements. A summary of position update(s) to support current operational goals is summarized below:

1. City Intervention Worker – Temp #27659: The Office of Violence Intervention and Prevention (OVIP), a unit of the City Manager’s Office, seeks to establish a temporary classification to support and enhance engagement efforts with individuals at high risk of perpetrating or experiencing violence within the community. The position provides support, pro gram resources, and advocacy in cases where further violent incidents may occur.

Prevention and intervention activities have been implemented over the past two (2) years through strong partnerships with Community-Based Organizations (CBOs), service providers, and the Bakersfield Police Department. These coordinated efforts, supported by the Public Safety and Vital Services (PSVS) Measure, have contributed to significant violence reductions.

Since the implementation of the City’s Gun Violence Reduction Strategy in January 2022, Bakersfield has experienced a 57% decrease in homicides and a 60% decrease in shootings, making 2024 the safest year since before the pandemic.

Currently, PSVS funds will support the hiring of two (2) part-time positions. Establishing these dedicated roles is critical to sustaining and expanding this success. With designated staff, the program will be able to:

 Strengthen and sustain relationsh ips with high -risk individuals, victims of violence, and their networks by enhancing direct interactions, ensuring consistent follow -up, building trust, and creating more opportunities for timely intervention, support, and connection to services that promote long-term positive change.

 Increase program visibility and engagement through greater presence at community events and proactive outreach efforts.

By creating these positions, the City will move beyond reactive responses toward a proactive, continuous presence in the community. This capacity will ensure the outcomes achieved through PSVS investments are not only preserved but built upon, helping to further reduce violence and improve safety citywide.

If awarded by the Board of State and Community Corrections (BSCC) under the California Violence Intervention and Prevention (CalVIP) Cohort 5 grant, additional funding would become available effective January 1, 2026. These funds would support future full -time positions; however, the application status r emains pending and any full -time position changes would still require additional Council action.

Approval of the Resolution adds the salary for the temporary position to the approved and published Salary Schedule.

FISCAL IMPACT:

No additional budget requests, amounts are inclusive of FY 25-26 allocations.

COUNCIL GOAL:

Safety and Resilience
