ADMINISTRATIVE REPORT

MEETING DATE: September 10, 2025 AGENDA CATEGORY: Consent - PSVS TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic & Community Development Director DATE: August 15, 2025
SUBJECT: Termination of Economic Opportunity Area Grant Agreement No. 2024-139 with B- Champ, LLC ($32,760)

(Ward 3)

RECOMMENDATION:

Staff recommends termination of the grant agreement.

BACKGROUND:

The Economic Opportunity Area (EOA) Incentive Program offers incentives to encourage business growth and redevelopment with financial assistance, such as grants and development assistance, for a business or non-profit within an EOA or planning to open or expand a business within an EOA.

On June 12, 2024, City Council approved Agreement No. 2024-139 with B-Champ, LLC as part of the 2023 Downtown Competitive EOA Program. The agreement awarded a reimbursable grant in the amount of $32,760 for site improvements, including exterior painting and related work, for the business location at 2603 G Street. Section 12 of Agreement No. 2024-139 includes specific requirements that the applicant agrees to complete work and submit a reimbursement request described in the Agreement within six months from the effective date of the Agreement to receive grant funding.

In order to complete the work, the initial six-month term, as well as two ninety-day extensions were granted to allow additional time for completion of the project scope of work. Between June 2024 to June 2025, the project was neither complete nor was there any notification or communication to staff as to the status of the project. Therefore, due to lack of performance and failure to comply with the provisions of the Agreement, staff requests that City Council terminate Agreement No. 2024-139. To date, no funds have been reimbursed to the business.

FISCAL IMPACT:

The funding was originally allocated in FY 2023-24. The $32,760 in funding will be reallocated to other eligible EOA projects.

COUNCIL GOAL:

Innovative and Efficient City Government
