RECOMMENDATION:
Staff recommends acceptance of low bid, approval of contract, appropriation of funds, and approval of City- controlled contingency.
BACKGROUND:
The work to be performed consists, in general, of installing two complete Traffic Signal and Lighting Systems at the intersections of Mt Ridge Drive and Berkshire Road; and at Mt Ridge Drive and McCutchen Road. The project also consists of r emoving existing street lights, traffic pavement striping and marking modifications, removal of existing roadside signs and installation of new roadside signs.
Item No. 1. This project is funded through both the Gas Tax Fund (GTF) and Transportation Development Funds (TDF).
The Engineer’s Estimate for this project is $868,000.00.
On July 31, 2025, the City received five (5) bids for this project. Four (4) of those bids were deemed acceptable with one (1) bid deemed non-responsive. The four (4) acceptable bids are as follows:

The non-responsive bidder did not submit a complete bid proposal due to missing documents for the Non- Collusion Affidavit, which is a requirement of the bidding procedures as outlined in the specifications .
Therefore, their bid was deemed non-responsive.
Staff recommends acceptance of the bids and approval of the construction contract to the lowest responsive and responsible bidder, A-C Electric.
Item No. 2. Currently $1,100,000 is budgeted within the Capital Improvement Program budget for this project. The current bid price of $ 1,217,934, plus a $50,000 City -controlled contingency and a $ 32,066 construction inspection cost, results in a deficit of approximately $ 200,000. Staff recommends appropriating the additional fundi ng in the amount of $ 200,000 from the Transportation Development Funds (TDF). Any unused portion of funding would be returned to the fund balance.
Item No. 3. Bakersfield Municipal Code section 3.20.105(E) authorizes Public Works Contract Amendments to be executed via Change Order, provided that Change Orders which exceed $10,000 must be approved by the City Council. Staff is requesting pre -approval of up to $ 50,000 for City-controlled contingency for unforeseen conditions encountered during construction of this project, to be executed via authorized Change Order(s). Any costs which exceed the City Council approved contingency, cumulative or otherwise, would require action and approval from the City Council. This City-controlled contingency will save sta ff time by not having to prepare multiple Council reports for individual routine change orders throughout the project, should they arise. All remaining contingency funds not used will be returned to the fund balance at the end of the project.
FISCAL IMPACT:
This project is funded by Transportation Development Funds (TDF) and Gas Tax Funds (GTF); therefore, there is no general fund impact associated with this contract award . There are sufficient funds (T4K309 and 25PWTE01) for the award of this contract, contingencies, and construction engineering staff time
