ADMINISTRATIVE REPORT
MEETING DATE: September 24, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: September 17, 2025
SUBJECT: Agreement with Citiguard, Inc. (not to exceed $900,000) to provide onsite security at the Bakersfield Amtrak / Greyhound Station. (Ward 2)
RECOMMENDATION:
Staff recommend approval of the agreement.
BACKGROUND:
The Bakersfield Amtrak /Greyhound Station is among the busiest stations in California due to being the southern termination point for passenger rail service in the Central Valley. Passengers traveling to Los Angeles and other southern locations transfer between trains and buses in Bakersf ield to continue their journey. The combined passenger traffic for both agencies at the station will continue to require twenty- four (24) hours a day, seven (7) days a week security onsite.
Uninterrupted security services are provided to deter vehicle break-ins, vandalism, vagrancy, trespassing, theft and assaults around the facility , in the parking lot , and in adjacent City -owned properties . This service also provides peace of mind for the employees of Amtrak and Greyhound.
City staff recently advertised a Request for Proposals and received thirty-one (31) proposals. In September of 202 5, staff reviewed and ranked each contractor's proposal; reviewing each respective scope of services and fee schedule and considering which proposal is the most favorable to the City.
Staff recommend award of the Amtrak /Greyhound Station security contract to Citiguard, Inc. in an amount not to exceed $900,000 for a two-year term. The agreement with Citiguard, Inc. will provide onsite security for the Bakersfield Amtrak/Greyhound Station beginning October 1, 2025 and will be for an initial two-year term, with three optional one-year extensions.
FISCAL IMPACT:
Article 4 Transportation Development Act (TDA) funds, administered through Kern Council of Governments, provide the funding for 90% of this agreement, and the remaining 10% were included in the current year's General Fund budget items for the facility. The 10% General Fund costs are offset by the rent paid by the additional tenants that occupy the building , thus lease revenue results in no net General Fund spending for these services rendered.
