SUBJECT: Amendment No 3 to Agreement No 2023-042
with Speridian Technologies ($60,000 revised not to exceed $1,231,253) to complete Business Licensing module for the community development software.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
In FY 2022-2023, the City began the multi-system implementation project to replace the legacy Enterprise Resource Planning (ERP) system, Naviline. As part of this project, alongside new cloud -based Financials and Human Capital Management, the City also beg an procurement of system implementations for Community Development and Utility Billing software systems. In March 2023, the City began the system implementation of the Clariti Community Development software with Speridian Technologies, approved by Council via Agreement 2023 -042. The project includes functionality for Building and business permitting, Planning, Code Enforcement and Business Licensing.
All modules within the Clariti System are currently online and live for customer and staff use, except the licensing module which required significant configuration adjustments necessary to successfully execute business functions. As such, the amendment to 2023-042 provides additional compensation to Speridian Technologies to complete the final functionality adjustments within the Clariti system, after which testing, training and launch of the module will commence.
With the additional work and validation of the system integration testing, the City anticipates the Clariti software system to complete configuration and validation with a Go Live date in January 2026. As such, staff recommend that Council approve Amendment No. 3 to Agreement 2023 -042 with Speridian Technologies, LLC.
FISCAL IMPACT:
The cost for the amendment to the contract for the additional b uilding and licensing services of $60,000 is budgeted in Fiscal Year 2025-26 budget.
