These contracts involve securing intermodal terminals, rail and bus platforms, park-and-ride lots, maintenance yards, and public access zones. Our responsibilities often include mobile and foot patrols, GPS-logged activity reporting, public engagement, incident response, access control, and camera monitoring—core elements of the Bakersfield/Greyhound scope of work.
Our officers are trained in conflict de-escalation, behavioral intervention, and emergency response protocols, including CPR, AED, and First Aid certification. Each guard maintains current BSIS Guard Card credentials and receives site-specific training aligned with client SOPs. Our command staff ensures active supervision and real-time support through a 24/7 dispatch and GPS tracking infrastructure.
Locally, Citiguard maintains a strong operational presence in Bakersfield, where we actively supplement patrol services for the Bakersfield Police Department. This partnership has earned recognition for helping to deter criminal activity in high-visibility zones and reflects our familiarity with the area’s challenges and expectations. The same personnel and supervisory standards that support our municipal and transit contracts are in place for the Bakersfield Amtrak/Greyhound assignment.
All Citiguard supervisors are qualified to train, direct, and discipline assigned personnel. Our leadership team brings decades of combined experience in law enforcement, military service, and public-sector contract management. We maintain strict internal policies for reporting, compliance, performance reviews, and emergency coordination, ensuring full alignment with client requirements and BSIS regulations.
Citiguard’s proven ability to manage multi-site transit operations, coupled with our experience in municipal supervision, positions us as an ideal partner for the City of Bakersfield. We are fully prepared to provide dependable, professional, and community-conscious unarmed security services at the Amtrak/Greyhound Station.
Expertise in Managing Transient and Homeless Activity at Transit Sites Transit locations naturally attract high volumes of transient and homeless individuals due to their accessibility, shelter, and foot traffic. These dynamics often create complex safety challenges— ranging from loitering and trespassing to mental health crises and potential altercations—that require trained security personnel capable of responding with professionalism, restraint, and empathy.
Citiguard has developed a specialized training program—rooted in military discipline and law enforcement best practices—to prepare our officers for precisely these situations. All personnel assigned to public-facing transit sites receive advanced instruction in:
✓ Verbal de-escalation techniques
✓ Non-violent crisis intervention

✓ Behavioral health awareness
✓ Field communication and emotional regulation
✓ Boundary setting and disengagement protocols
Our approach emphasizes verbal resolution over physical engagement, with officers trained to recognize behavioral cues, redirect tension, and apply calming strategies to diffuse potential confrontations before they escalate. In high-risk situations where individuals pose a threat to themselves or others, our officers follow clearly defined escalation protocols that prioritize safety, documentation, and immediate coordination with local response agencies.
Citiguard has successfully applied these methods across multiple transit contracts—achieving a measurable reduction in violent incidents, property damage, and 911 response calls. Our officers’ consistent presence and strategic communication foster a visible deterrent effect, while simultaneously reinforcing a public perception of safety and order.
This balance of strength, compassion, and preparedness ensures that Citiguard officers can manage even the most challenging environments with professionalism, humanity, and control— making us a trusted partner for cities navigating the intersection of public safety and social vulnerability.
b. Staffing Overview and Key Personnel Qualifications
Citiguard’s staffing model is designed to ensure consistent, high-quality coverage supported by experienced supervision and 24/7 operational oversight. All assigned personnel are direct employees of Citiguard—never subcontracted—allowing for complete control over training, scheduling, and performance standards.
Our unarmed security officers are BSIS-certified and meet all eligibility requirements outlined in the RFP, including valid Guard Cards, CPR/AED and First Aid certification, and background clearance. Each officer receives additional training in de-escalation, behavioral intervention, emergency response, and incident documentation—skills essential for maintaining safety and professionalism in a high-traffic transit environment.
Field operations are supported by an experienced leadership structure that includes contract management, regional oversight, and on-site supervision. Our management team ensures compliance with post orders, GPS-monitored patrols, report submission, and real-time communication with the City of Bakersfield.
Citiguard maintains a deep bench of qualified personnel to ensure immediate relief coverage for absences, shift changes, or emergency deployments. Our scheduling and dispatch systems are designed to maintain uninterrupted 24/7 service with minimal downtime.

1. Patrol and Site Coverage
Citiguard officers will conduct GPS-verified foot patrols every hour across all designated areas, including the lobby, restrooms, loading platforms, parking areas, adjacent park space, the Visitor’s Center, and Kern County Veteran’s Memorial. Officers will be trained on site-specific post orders and will log all patrol activity using a time- and location-stamped reporting system, accessible to the City upon request.
Officers will also provide escort services to Amtrak and Greyhound staff upon request and ensure lobby/bathroom clear-outs when required. Our guards are trained to detect and report vandalism, graffiti, safety hazards, and suspicious behavior—escalating immediately when necessary and documenting all observations in daily reports.
2. Professional, De-escalation-Oriented Engagement
All Citiguard officers receive specialized training in de-escalation, conflict avoidance, and behavioral intervention, allowing them to address transient-related issues and disruptive conduct without physical engagement. In the event of an escalating situation, officers will disengage and notify the appropriate response agency (BPD, Community Vitality, Amtrak Police, or station staff), maintaining visual oversight until authorities arrive.
3. Incident Management and Reporting
All incidents—ranging from trespassing and altercations to maintenance issues—will be reported to the City’s Real Property Manager by phone immediately, followed by a written incident report within two hours. Our officers will submit a daily shift report, including names, patrol activity, GPS data, photos, and any notable public interactions. A weekly summary of incidents and GPS logs will also be submitted per City requirements.
4. Technology Integration
Citiguard uses advanced security management platforms (e.g., CitiTrac) to monitor GPS-based patrols, manage timekeeping, and deliver detailed electronic shift reports. These systems support our 24/7 dispatch center and supervisor check-ins. Officers assigned to Bakersfield will also monitor the station’s City-provided surveillance camera feeds from the on-site security room and report technical issues within 30 minutes of discovery.

All guards assigned to the Bakersfield Amtrak/Greyhound Station will be BSIS-licensed, CPR/AED/First Aid certified, and meet or exceed all RFP eligibility requirements. Officers will be scheduled in accordance with a layered coverage model to ensure full post coverage during shift changes, meal breaks, and rest periods. 7. Emergency Readiness and Rapid Response
Citiguard maintains a robust on-call pool of trained personnel capable of being dispatched to the site on short notice. Should an officer call out or require medical attention, Citiguard will immediately deploy a replacement from our local bench of relief staff. Our GPS-enabled systems confirm post coverage and trigger alerts if guards deviate from assigned areas or fail to check in as scheduled.
8. Post Orders and SOP Development
Prior to deployment, Citiguard will work directly with the City to develop customized Post Orders and Standard Operating Procedures (SOPs). These documents will cover patrol frequency, incident response thresholds, surveillance duties, reporting expectations, and station-specific needs. All officers will be trained and tested on these site-specific directives.
9. Clean and Controlled Security Office

• On-site officers will actively monitor the City-provided surveillance camera system during each shift and report any malfunctioning cameras or system failures within 30 minutes of discovery.

• Any incidents that involve threats to public safety, damage to property, or external agency response are automatically escalated to a Regional Manager and included in daily briefings for internal review and client communication. • In the event of critical incidents (e.g., medical emergencies, violent altercations, or threats), our emergency protocols activate a chain of command involving on-site personnel, the dispatch center, the regional supervisor, and immediate notification to the City’s designated representative.
• Updates will be provided at key milestones of incident resolution: initial report, real-time updates during response, and a final written summary once the incident is closed.
Our communication plan is designed to deliver clarity, consistency, and accountability at every level—from day-to-day patrol logs to emergency escalation. With experienced local supervision, 24/7 live support, and advanced reporting technology, Citiguard ensures the City of Bakersfield remains informed, involved, and fully supported throughout the duration of the contract.

Equipment Issued
Citiguard provides two key advanced technologies to enhance its security services for clients:
CitiTrac and Wolfcom, each offering a range of capabilities designed to improve operational efficiency, accountability, and overall security management. Here’s an in-depth look at how these resources function to ensure safety and transparency in Citiguard’s operations.
CitiTrac: Comprehensive Security Reporting System
CitiTrac is a robust, fully digital security management system that allows for real-time monitoring, reporting, and analysis of security activities. The following are the primary features and capabilities of CitiTrac:
1. Real-Time Incident Reporting: Security officers can report incidents immediately as they occur, ensuring that both Citiguard management and the client are instantly informed of any security threats or breaches. This real-time documentation allows for quick response and escalation if necessary.
2. GPS Tracking: CitiTrac includes integrated GPS functionality to monitor the exact location of security personnel. This feature allows for constant oversight, ensuring that guards are covering their assigned areas and can be swiftly dispatched to incident locations when necessary.
3. Time-Stamped Reports: Every report generated through CitiTrac is time-stamped, providing an accurate and tamper-proof record of incidents. This is crucial for maintaining the integrity of reports, particularly in cases requiring audits or legal review.
4. Automated Guard Tour Summaries: CitiTrac automatically compiles summaries of guard tours, documenting the locations patrolled and any incidents encountered. This feature reduces manual record-keeping, allowing officers to focus on their duties while still ensuring that all activities are logged.
5. Multimedia Reporting: Officers using CitiTrac can upload photos, videos, and audio recordings as part of their incident reports. This multimedia capability enriches the data provided, giving clients and management better context and clarity when reviewing incidents.
6. Customizable Reporting Options: CitiTrac’s reporting system can be tailored to meet the specific needs of different clients. Whether it’s customizing templates for particular incident types or generating specialized reports for audit purposes, CitiTrac provides flexibility to accommodate various security environments.
7. Instant Notifications: When a critical incident is reported, CitiTrac sends automatic notifications to relevant managers and stakeholders. This ensures immediate attention and response, preventing incidents from escalating and enhancing overall site safety.

8. Data Access and Review: Clients have direct access to review and analyze security data through CitiTrac’s web-based portal or mobile apps. This level of transparency ensures that stakeholders can monitor security operations, track performance, and verify that their security protocols are being followed.
9. Compliance and Auditing: With its detailed record-keeping, CitiTrac helps Citiguard stay compliant with industry standards and local regulations. All activities and reports are stored in a secure and easily retrievable format, making the system ideal for both internal and external audits.
Wolfcom: Advanced Surveillance and Body-Worn Camera Solutions Wolfcom technology complements CitiTrac by providing cutting-edge body-worn cameras and surveillance tools. These devices are designed to capture real-time video and audio evidence, helping Citiguard officers perform their duties effectively and with accountability. Wolfcom offers the following features:

The City of Bakersfield engaged in a contract with Citi-Guard for private security services in February 2022. Citi-Guard provides a high visibility, proactive security patrols for various portions of the city at our direction. I currently manage the account on behalf of the city and have found the work product provided by Citi-Guard to be valuable for our municipality. SUBJECT: LETTER OF RECOMMENDATION
To Whom It May Concern,
As the Chief of Campus Safety and Security Operations for the Los Angeles County Probation Department, I am writing this letter of recommendation on behalf of Citiguard Security Services.
Citiguard Security Services entered in contract with Los Angeles C ounty Probation Department September 1, 2023, to provide weapons screening, perimeter patrol and secure entrance monitoring at two of our juvenile detention facilities. Citiguard provided a carefully selected group of individuals that would bring a higher level of professionalism and experience. At the time of onboarding, our department was experiencing a significant change in security protocols including physical enhancements.
Throughout these changes, Citiguard Account Manager Michael Quiñonez has been readily available and responsive to requests from our Campus Safety and Security Operations (CSSO) team. Michael has been proactive in reporting safety/security concerns and has been a part of the conversations to address the many issues we have encountered during our implementation of new security protocols.

There have been some adjustments made by Citiguard regarding their personnel at various post assignments, yet most of the guards are actively seeking to perform at a high level and are constantly communicating with the CSSO team. CSSO and Citiguard have developed a positive working relationship and we appreciate their collaboration in fostering a safe and secure work environment at both Los Padrinos Juvenile Hall and Barry J. Nidorf Treatment Facility.

Electronic Record and Signature Disclosure
ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, City of Bakersfield (we, us or Company) may be required by law to provide to you certain written notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures electronically through the DocuSign system.
Please read the information below carefully and thoroughly, and if you can access this information electronically to your satisfaction and agree to this Electronic Record and Signature Disclosure (ERSD), please confirm your agreement by selecting the check-box next to ‘I agree to use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available electronically to you by us. You will have the ability to download and print documents we send to you through the DocuSign system during and immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to send you paper copies of any such documents from our office to you, you will be charged a $0.00 per-page fee. You may request delivery of such paper copies from us by following the procedure described below.
Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time change your mind and tell us that thereafter you want to receive required notices and disclosures only in paper format. How you must inform us of your decision to receive future notices and disclosure in paper format and withdraw your consent to receive notices and disclosures electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed at which we can complete certain steps in transactions with you and delivering services to you because we will need first to send the required notices or disclosures to you in paper format, and then wait until we receive back from you your acknowledgment of your receipt of such paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to receive required notices and consents electronically from us or to sign electronically documents from us.
All notices and disclosures will be sent to you electronically Electronic Record and Signature Disclosure created on: 6/28/2022 10:51:05 AM Parties agreed to: Howard Fridkin
Unless you tell us otherwise in accordance with the procedures described herein, we will provide electronically to you through the DocuSign system all required notices, disclosures, authorizations, acknowledgements, and other documents that are required to be provided or made available to you during the course of our relationship with you. To reduce the chance of you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required notices and disclosures to you by the same method and to the same address that you have given us. Thus, you can receive all the disclosures and notices electronically or in paper format through the paper mail delivery system. If you do not agree with this process, please let us know as described below. Please also see the paragraph immediately above that describes the consequences of your electing not to receive delivery of the notices and disclosures electronically from us.
