ADMINISTRATIVE REPORT

MEETING DATE: September 24, 2025 AGENDA CATEGORY: Consent – Resolution TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: September 10, 2025
SUBJECT: Dispense with bidding for RoFAS Septage Units for the Wastewater Division.

Resolution determining that the three RoFAS Septage Units for the operation of the septage units at Wastewater Treatment Plant No. 2 and No. 3 cannot be reasonably obtained through the usual bidding procedures and authorizing the finance director to dispense with bidding (not to $1,611,031).

RECOMMENDATION:

Staff recommends approval of resolution.

BACKGROUND:

The Wastewater Division has four septage processing units that receive septage from properties not connected to the City’s sewer system, primarily from septic tanks and portable restrooms. These units screen and process incoming septage by removing solids and debris, such as rags, hygiene products, wipes, plastics, and other miscellaneous materials, preventing damage to downstream equipment.

Currently, two units at Wastewater Treatment Plant No. 2 and one unit at Wastewater Treatment Plant No. 3 (WWTP 3) are damaged beyond repair and have reached the end of their useful life , requiring replacement.

WWTP 3 recently installed a new RoFAS septage unit as part of project E3K304. The unit, manufactured by Huber Technology Inc. (Huber), has been successfully com missioned and is functioning as intended, meeting all operational requirements.

Huber Technology Inc. (Huber), the sole source manufacturer of the RoFAS system, provided a quote for the replacement units. The City contacted Goble Sampson, Huber’s authorized representative in the local area, to obtain pricing for the three replacement RoFAS septage units.

Given the success of project E3K304 and to maintain consistency when operating and maintaining the multiple systems between Plant No. 2 and 3, staff recommend dispensing with formal bidding procedures and authorizing the purchase of three new units.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund, specifically the Septage Processing Unit Replacement Capital Improvement Project approved as part of the Fiscal Year 2025-26 budget; therefore, there is no General Fund Impact associated with this resolution.

COUNCIL GOAL:

Reliable Infrastructure
