MEETING DATE: October 8, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: September 29, 2025
SUBJECT: Dispense with bidding for the purchase of BMW Police Motorcycles for the Police Department.
Resolution determining that BMW Police motorcycles can most efficiently be procured through cooperative procurement bidding procedures from Long Beach BMW Motorcycles and authorizing the Finance Director to dispense with bidding for the purchase of five (5) units in the amount of $194,000 for the Police Department.
RECOMMENDATION:
Staff recommend adoption of the resolution and approval of the purchase.
BACKGROUND:
This purchase of five (5) BMW RT-P motorcycles for the Police Department will replace units that are worn out, unreliable, and in need of costly repairs. The Fleet Division has determined that the units meet the criteria for replacement. The units will be replaced with new units providing improved performance and efficiency.
The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that work, supplies, equipment or materials is not available from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such work, supplies, equipment or materials be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty-six months or is one that is still active and valid.
The City of San Bernardino has entered into a competitive procurement contract with Long Beach BMW Motocycle for the supply of BMW RT-P motorcycles. The City of San Bernardino has approved The City of Bakersfield’s formal request for authorization to piggyback on the existing contract between The City of San Bernardino and Long Beach BMW Motorcycles. This proc urement method will allow the City of Bakersfield to take advantage of competitive pricing, streamline the purchasing process, and achieve meaningful cost and time savings. Staff recommend that the City Council approve the piggyback purchase from Long Beach BMW Motorcycle under the cooperative agreement with The City of San Bernardino by adoption of the Resolution to dispense with bidding for the purchase of five (5) BMW RT-P motorcycles.
FISCAL IMPACT:
Sufficient funds have been budgeted in the Equipment Management Fund for this purchase.
