MISCELLANEOUS
Item 7.g.1 Spay and Neuter Services with Bakersfield SPCA (All Wards) The City contracts with the Bakersfield SPCA to manage and operate the City’s Animal Care Center. The City provided the Bakersfield SPCA with $100,000 as a one-time payment in July 2024 to provide additional spay and neuter clinics, specifically mobile spay and neuter clinics in collaboration with the SNIP Bus. Subsequent funding for spay and neuter services are determined by the City each fiscal year, and at this time, the City has identified $100,000 in carryover savings to fund additional spay and neuter clinics provided/coordinated by the Bakersfield SPCA pursuant to the contract. The City seeks authorization to appropriate and transfer these funds to the Bakersfield SPCA in support of the program. An appropriation and transfer in the amount of $100,000.00 from the General Fund to the Bakersfield SPCA under Agreement No. 2022 - 185(3).
HEARINGS
Item 9.b Conditional Use Permit Appeal for Banquet Hall on Union Avenue (Ward 3) PDA, Inc., on behalf of Upscale Union LLC, requested a conditional use permit (24-0010) to convert a vacant auto repair shop at 2930 Union Avenue into a banquet hall within the C -2 (Regional Commercial) zone. The project includes repurposing 3,565 square feet of the building for event use, with the remaining space designated for storage. This project has been found to be exempt from the provisions of the California Environmental Quality Act (CEQA) and the City of Bakersfield’s CEQA Implementation Procedures in accordance with Section 15332 (Class 32: Infill). On August 21, 2025, the Planning Commission approved the project and added a condition restricting hours of operation to 8 a.m. –10 p.m., citing community concerns. The property owner appealed this condition, arguing it limits event viability since most events begin later in the evening. Staff recommends that City Council deny the appeal and uphold the Commission’s decision. Council’s choice will determine whether the venue may operate until 10 p.m. or 12 a.m., with potential fiscal benefits if the site reaches full commercial use.
REPORTS
Items 10.a Presentation on Sewer Usage Rates (All Wards) The Sewer Enterprise is self -sustaining, supported by user fees that provide for the daily operations of the sewer and stormwater collection systems and the two wastewater treatment plants. To ensure that the cost to provide service is fairly distributed among all sewer users and that the rates provide sufficient revenue for projected costs, the City partnered with HF&H Consultants to provide a full cost of service analysis. This report will summarize the analysis process, provide the calculated costs to pr ovide service, and discuss options for rate implementation.
