ADMINISTRATIVE REPORT

MEETING DATE: October 22, 2025 AGENDA CATEGORY: CONSENT - Agreements TO: Honorable Mayor and City Council
FROM: Gregory Pronovost, Technology Services Director
DATE: October 9, 2025
SUBJECT: Amendment No. 1 to Agreement No. 2024-254 with Magnet Forensics, LLC (revised not to exceed $111,500, and extend term 1 year) for GrayKey Software, a data extraction forensic tool

RECOMMENDATION:

Staff recommends approval of this agreement

BACKGROUND:

During active criminal investigations, particularly those involving violent felonies, critical forensic evidence is often found in data stored on mobile devices. The Bakersfield Police Department’s Computer Forensic Unit relies on several specialized tools to extract and analyze this data in support of ongoing cases. One of these essential tools is the GrayKey device, developed by Magnet Forensics LLC, which enables investigators to unlock and access data on iOS (Apple iPhones and iPads) and Android OS devices.

In October 2024, the City entered into Agreement No. 2024 -254 for one year. The Bakersfield Police Department, Technology Services, and Magnet Forensics, LLC now wishes to extend Agreement No. 2024- 254 for one additional year for a not to exceed amount of $111,500.

This agreement allows the Police Department to continue using these vital forensic tools to gather evidence and solve cases. It renews the City’s annual license to use GrayKey from November 2025 through November 2026. The cost increase associated with this renewal reflects technological advancements implemented by the vendor, not any expansion of services requested by the City. Additionally, the agreement requires the City to indemnify Magnet Forensics LLC in the event of unauthorized use of the software.

FISCAL IMPACT:

Funds for this subscription are budgeted through the equipment fund.

COUNCIL GOAL:

Safety and Resilience
Innovative and Efficient City Government
