DATE: October 9, 2025
SUBJECT: Amendment No. 3 to Agreement No. 2023-253 with J.L. Plank, Inc., DBA Cen-Cal Construction (extend term one year) to continue the service of canal liner repair.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
On October 25, 2023, the City Council approved the annual contract for canal liner repair with J.L. Plank, Inc., DBA Cen -Cal Construction, in the amount of $480,100; renewable annually thereafter for four consecutive one-year periods.
Per the terms of the contract, two amend ments increasing the contract and/or extending the contract has been approved as follows:
• Amendment 1 approved Junes 26, 2024; increase of $250,000 only. • Amendment 2 approved October 23, 2024; increased compensation by $730,100 for a revised not to exceed amount of $1,460,200 and extended the term by one year to October 25, 2025.
The City operates and maintains various irrigation canals within its jurisdiction. Some of these canals are lined with cement panels, which both improve water flow and minimize loss of water due to seepage.
These panels need to be repaired and/or replaced from time to time. Having a contract in place for canal liner repairs is an efficient tool to manage maintenance issues as they arise.
If approved, Amendment No. 3 will extend the term of the contract for one year. The extension will allow the City to continue to meet the demand for canal liner replacement or repairs as needed to the term date of October 25, 2026.
FISCAL IMPACT:
Funds are budgeted in the Water Resources Department operating budget for this contract. The funding source is the Domestic Water Fund, therefore, there is no General Fund impact.
COUNCIL GOAL:
Reliable Infrastructure
