SUBJECT: Cost of Service Analysis and Options for Sewer User Rates

RECOMMENDATION:
Staff recommends Council receive and file report and presentation.
BACKGROUND:
The Water Department – Wastewater Division provides services for the collection and treatment of the City’s wastewater. The Sewer Enterprise is self -sustaining, supported by user fees that provide for the daily operations of the sewer and stormwater collec tion systems and the two wastewater treatment plants. In order to ensure that the cost to provide service is fairly distributed among all sewer users and that the rates provide sufficient revenue for projected costs, the City partnered with HF&H Consultants to provide a full cost of service analysis.
This report will be presented jointly by the Water Department and HF&H Consultants.
The presentation will:
summarize the analysis process,
provide the calculated cost to provide service,
discuss options for rate implementation.
FISCAL IMPACT:
There is no funding impact associated with this report.
