SUBJECT: Reimbursement Agreement with North Kern Water Storage Agreement for Weather Resources Management Program

RECOMMENDATION:
Staff recommend approval of the agreement.
BACKGROUND:
The California Department of Water Resources issued a permit for the Weather Resources Management Program of the Kern River watershed on July 2, 1980 to North Kern WSD. The City has participated in the Weather Resources Management Program since the 1980s along with the other Kern River Interests (Kern Delta WD, North Kern WSD, and Buena Vista WSD).
RHS Consulting, the company North Kern WSD contracts to perform the Program, estimates a precipitation/runoff increase of 13% +/ - 2.3% at the 90% c onfidence level since the inception of the program, which provides a benefit to the City’s water supply portfolio.
This agreement is for reimbursement of the costs associated with the program and an even split amongst the four (4) parties mentioned above. The agreement is for a three (3) year term of a reimbursable amount not to exceed $372,808. Staff recommend approval of the agreement.
FISCAL IMPACT:
Funds are available in FY 25/26 Water Resources Fund Budget with no impact to the General Fund.
