MEETING DATE: October 22, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: October 16, 2025
SUBJECT: Resolution to authorize the sale of a surplus vehicle (equipment) to Critters Without Litters, a non-profit organization, for one dollar ($1.00).

RECOMMENDATION:

Staff recommends approval of the resolution.

BACKGROUND:

The City has received a request from Critters Without Litters, a non-profit organization in Bakersfield, CA, to receive surplus equipment. Critters Without Litters provides high -volume, high-quality, subsidized companion animal sterilization. Their goal is to prevent euthanasia of healthy, adoptable pets in Kern County through strong alliances with community, local business and non-profit organizations to increase the number of cats and dogs that are spayed and neutered, while promoting animal health and s afety within the community.

Staff recommend the sale of surplus equipment of one (1) surplus Chevrolet Astro van to Critters Without Litters, for one dollar ($1.00) to assist their Trap-Neuter-Return (TNR) program for feral and free-roaming cats in the greater Bakersfield, Kern County region. Please refer to the attached backup documents for surplus detail.

The Bakersfield Municipal Code Section 3.20.120F provides for this action and states that any sale to a governmental entity or non-profit organization shall be subject to confirmation and approval by the City Council.

The equipment is being sold "as is with all faults" to remove the City from any potential liability claims.

FISCAL IMPACT:

No Impact to the City General Fund, with the donation of the surplus items.

COUNCIL GOAL:

Economic Opportunity for All
