FROM: Christian Clegg, City Manager
DATE: October 16, 2025
SUBJECT: Appropriate $100,000.00 from General Fund to the Bakersfield SPCA to Provide Spay & Neuter Services Pursuant to Agreement No. 2022-185(3)

Appropriate and transfer $100,000.00 from identified savings (one-time carryover funds) in the General Fund to the Bakersfield SPCA for continued Spay and Neuter services.

RECOMMENDATION:

Staff recommends approval of the appropriation.

BACKGROUND:

The City contracts with the Bakersfield SPCA to manage and operate the City’s Animal Care Center via Agreement No. 2022-185(3). The agreement provided, among other things, $100,000 to the Bakersfield SPCA as a one-time payment in July 2024 for the specific purpose of providing additional spay and neuter clinics, with subsequent funding for spay and neuter services to be determined by City each fiscal year. In June 2025, the City Council amended Agreement No. 2022-185 to extend the term until June 30, 2028. At the time, no additional appropriation was made to continue funding spay and neuter services under the contract.

At this time, the City has identified $100,000 in carryover savings to fund additional spay and neuter clinics provided/coordinated by the Bakersfield SPCA pursuant to the contract . The City seeks authorization to appropriate and transfer these funds to the Bakersfield SPCA in support of the program.

FISCAL IMPACT:

An appropriation and transfer in the amount of $100,000.00 from the General Fund to the Bakersfield SPCA under Agreement No. 2022-185(3).

COUNCIL GOAL:

Innovative and Efficient City Government
