SUBJECT: Amendment No. 1 to Agreement No. 2023-264 with Alpha and Omega Gardening, Inc
(increasing compensation by $65,200; revised not to exceed $140,560 and extend the term to November 30, 2027), to provide landscape maintenance for the Bakersfield Municipal Airport.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The Public Works Department is responsible for operations and maintenance of the Bakersfield Municipal Airport. To support these efforts, the Airport requires monthly landscape maintenance ser vices. These services must be performed by contractors with substantial experience in public landscape maintenance and a Qualified Applicator License through the Kern County Agricultural Commission.
On July 28, 2022, staff issued a Request for Qualifications (RFQ) for landscape services at the Bakersfield Municipal Airport. On August 24, 2022, a selection committee reviewed the Statements of Qualifications (SOQ) submitted. Based on qualifications and fee schedules, staff recommended awarding the contract to Alpha & Omega Gardening, Inc; which was Department Agreement PW 22-163.
On November 8, 2023, City Council approved an amendment to Agreement No. PW 22 -163, increasing the compensation by $53,360 (revised not -to-exceed of $75,360) and extending the term through November 30, 2025. Because the not -to-exceed compensation exceeded $40,000 and required Council approval, PW 22-163 was renumbered to Council Agreement No. 2023-264.
Amendment No. 1 to Agreement No. 2023-264 proposes an additional increase of $65,200 and a revised not-to-exceed amount of $140,560 , with the term extended through November 30, 2027. This amendment will allow Alpha & Omega Gardening, Inc. to continue providing landscape maintenance services for the Bakersfield Municipal Airport.
Alpha & Omega Gardening, Inc. has continued to provide satisfactory landscape maintenance the Bakersfield Municipal Airport. Staff recommends approval of Amendment No.1 to Agreement No. 2023 - 264.
FISCAL IMPACT:
The General Aviation Fund will fund this agreement, therefore there is no impact on the City General Fund.
