SUBJECT: Amendment No. 4 to Agreement 16-255 with Stantec Consulting Services, Inc. (extend term to December 31, 2026) for planning services for brownfield properties.
RECOMMENDATION:
Staff recommends approval of the Amendment.
BACKGROUND:
The U.S. Environmental Protection Agency’s (EPA) Brownfields Program provides federal grants to various communities and jurisdictions for environmental assessments, site characterization, and cleanup planning to promote revitalization and reuse of contaminated (or perceived to be contaminated) sites.
In October 2016, the City released a Request for Proposals (RFP) for Planning Consultant Services to assist in applying for and implementing the EPA’s Brownfields Community-wide Assessment Grant.
Stantec Consulting Services, Inc. was selected as the Planning Consultant and entered into Agreement 16-255 in November 2016. The City was awarded its first Brownfields Community-wide Assessment grant in August 2017 in the amount of $300,000.
On November 1, 2017, Agreement 16-255 was amended to incorporate all terms and conditions and applicable EPA regulatory and statutory provisions within the EPA’s Cooperative Agreement and to incorporate the associated Scope of Work and Work Plan. Agreement 16-255 was amended a second time on September 9, 2020, in anticipation of applying for another EPA Brownfield Community-wide Assessment Grant to continue the City’s efforts in supporting brownfields redevelopment through environmental site assessments and focused area planning for future clean-up, reuse, redevelopment, and infrastructure improvements.
The City was awarded a second Brownfields Community-wide Assessment Grant in November 2022 for $500,000, and Agreement 16-255 was amended a third time on December 14, 2022, to extend the term and amend the Scope of Work for the Planning Consultant to continue to assist the City with brownfields grant application and implementation services to support the redevelopment of brownfields sites.
Originally the second grant was a three-year term, but the City was granted a one-year extension to complete grant implementation. The City and Planning Consultant now desire to amend Agreement 16- 255 to extend the term for one-year and revise the primary contacts and key personnel to reflect staffing changes.
FISCAL IMPACT:
The approval of the amended contract does not add cost it only extends the term and revises key personnel involved in the scope of work, thus there is no impact to the City General Fund.
