SUBJECT: Contract Change Order No. 2 to Agreement No. 2024-082 with Cen-Cal Construction ($35,583.39 revised not to exceed $3,126,988.16) for the Garces Memorial Circle Enhancement Project. (Ward 3)
RECOMMENDATION:
Staff recommends approval of the change order.
BACKGROUND:
The work to be performed for this project consists , in general, of rehabilitation of the Garces Memorial Circle Roundabout. Items of work include milling of existing asphalt, construction of new pavement using Hot Mix Asphalt (HMA), installation of pavement striping and markings, construction of curb, gutter, and sidewalk, installation of pedestrian improvements (including, but not limited to, access ramps, crosswalks, Rapid Rectangular Flashing Beacon (RRFB) system s etc.), new landscaping and irrigation, installation of new street lights, and construction of new storm drain facilities.
Contract Change Order No.2 provides for additional pavement removal, which is needed beyond the City standard 1-foot to 2-foot tie-in to provide a proper transition from the adjacent parking lot to the new sidewalk. The contractor agrees to remove additional pavement, patch back and compact areas with HMA where needed to provide proper drainage from existing parking lot to new curb and gutter for the lump sum price of $34,194.97.
This change order also provides for the installation of the new curb and gutter. During construction it was discovered that the afteref fect of the new design grades resulted in less than 0.1 feet of HMA over the existing concrete surface. In order to provide the 2-inch design thickness, additional grinding and removal of existing concrete surface is needed. The contractor agrees to do t he above-mentioned work for the lump sum price of $40,253.21.
In addition, Contract Change Order No. 2 provides for the removal of a buried concrete structure that was found to be in direct conflict with the installation of the new 12-inch storm drain pipe. The contractor agrees to remove the concrete obstruction and dispose of all debris offsite for the lump sum price of $543.96.
Also, due to the existing 10-inch concrete slab underneath the proposed concrete median curb on Chester Avenue, the steel staking for the median forms must be drilled into the existing concrete surface. The contractor agrees to do the above-mentioned work for the lump sum price of $1,087.90.
Contract Change Order No. 2 also provides compensation for doing the major grinding operations on the weekend. In order to minimize the impact to commuter traffic during the week, the major grinding
operations will be completed on Saturday. The contractor agrees to perform the above-mentioned work on the weekend for the lump sum price of $8,553.43.
Also, in order to construct the project per the plans and specifications, there were several contract item quantities that had to be either increased or decreased. These item adjustments will re sult in a net decrease of ($49,050.08)

This project is funded by State and Federal Grants and by Public Safety and Vital Services Measure (PSVS).
