ADMINISTRATIVE REPORT

MEETING DATE: November 5, 2025 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: October 17, 2025
SUBJECT: Contract Change Order No. 3 to Agreement No. 2024-082 with Cen-Cal Construction ($52,402.26 revised not to exceed $3,179,390.42) for the Garces Memorial Circle Enhancement Project. (Ward 3)

RECOMMENDATION:

Staff recommends approval of the change order.

BACKGROUND:

The work to be performed for this project consists, in general, of rehabilitation of the Garces Memorial Circle Roundabout. Items of work include milling of existing asphalt, construction of new pavement using Hot mix Asphalt (HMA), installation of pavement striping and markings, construction of curb, gutter, and sidewalk, installation of pedestrian improvements (including, but not limited to, access ramps, crosswalks, Rapid Rectangular Flashing Beacon (RRFB) system s etc.) new landscaping and irrigation, installation of new street lights, and construction of new storm drain facilities.

Contract Change Order No. 3 provides for additional costs associated with the rental of shoring and steel plates used during the installation of the storm drain. During excavation for the storm drain, underground utilities were found to be in conflict with the design storm drain elevations. Due to these unforeseen utility conflicts, the storm drain system requires a design revision. As a result, the shoring and steel plates must remain in place to protect the public during the redesign of the storm drain system. The contractor agrees to accept a lump sum payment of $5,919.51 to cover the additional rental costs incurred during the idle time due to the redesign.

This change order also provides for additional excavation for the storm drain on the south side of 30th Street. During the initial excavation, the contractor encountered an existing sewer line and gas line that conflicted with the proposed storm drain alignment. The Project Engineer directed the contractor to install the storm drain over the utility lines to avoid the conflict, which subsequently created an interference with the new curb and gutter. As a result, the contractor was required to re -excavate and adjust the storm drain alignment by 2.5 -feet from its original elevation. The contractor agrees to do the above-mentioned work for the lump sum price of $1,324.33

Also, during construction, it was determined that additional pavement removal was required beyond the City’s standard 1-foot to 2-foot tie-in to provide a proper transition between the adjacent parking lot and the new sidewalk. The contractor agrees to remove additional pavement, patch back and compact areas with HMA as needed to provide proper drainage from the existing parking lot to new curb and gutter for the lump sum price of $10,815.67.

In addition, Contract Change Order No. 3 provides compensation for the additional cost to use ½ -inch HMA mix instead of the ¾ -inch HMA mix originally specified for the project. During cold planning operations, a 10-inch section of concrete roadway was found below the existing asphalt. In order to save time, the Project Engineer decided to utilize the existing concrete section and pave ½-inch HMA on top of the existing concrete. The contractor agrees to accept a cost increase of $5.75 per ton of HMA for a total lump sum price of $7,760.00.

Contract Change Order No. 2 also p rovides for the additional concrete removed to complete the water tie-in at the new service point of connections as revised by the Project Engineer. The contractor agrees to do the above-mentioned work for lump sum price of $1,353.46

During the installation of the irrigation and landscaping, the Recreation and Parks Department requested changes to the landscape and irrigation design to reduce vandalism and theft of the new irrigation equipment. The contractor agrees to upgrade the controller cabinet, install a two-wire system instead of the original four-wire design, add additional conduit to accommodate the new system, and upgrade the solenoids for compatibility with the two-wire configuration for the lump sum price of $40,824.76.

Additionally, the contr actor agrees to provide a credit to the City in the amount of $15,595.47 as compensation for the deletion of the original three (3) booster pumps and the irrigation controller.

FISCAL IMPACT:

This project is funded by State and Federal grants, as well as by the Public Safety and Vital Services (PSVS) Measure.

The total cost increase for Contract Change Order No.3 is $52,402.26. The project has been completed, and this is the final change order to close out the project.
