MEETING DATE: November 5, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: October 27, 2025
SUBJECT: Dispense with bidding for the purchase of Globe® Turnout Clothing and Boots for the Fire Department.
Resolution determining that Globe® Turnout Clothing is the Bakersfield Fire Department standard and it cannot be reasonably obtained through the usual bidding procedures and authori1zing the Finance Director to dispense with bidding thereof, not to exceed $395,700.
RECOMMENDATION:
Staff recommend adoption of the Resolution.
BACKGROUND:
Firefighters utilize protective fire-resistive turnout coats, pants and boots as part of mandatory OSHA and NFPA requirements and standards for Personal Protective Equipment (PPE) for firefighting.
This PPE typically has an effective lifespan of 3 -5 years; however, no PPE is allowed to remain in use beyond ten (10) years of service life, and the Fire Department is attempting to replace those sets that are out of compliance or worn beyond useful service life.
Due to typically heavy use, the Fire Departmen t PPE replacement program relies on a continual rotation of protective turnout ensembles to maintain Firefighter safety and compliance with noted regulations.
This acquisition will allow for continued replacement of worn or non -compliant Personal Protecti ve Equipment worn by Firefighters through the 2025-26 fiscal year.
Globe® Turnout clothing and boots has become the Bakersfield Fire Department standard for Personal Protective Equipment based on a yearlong study conducted in 2010. L.N. Curtis and Sons of Oakland, California, is the sole distributor for the state of California for the sale of Globe® turnout clothing and footwear.
