SUBJECT: Memorandum of Understanding with County of Kern to Jointly Fund the Bakersfield Kern Regional Homeless Collaborative

RECOMMENDATION:
Staff recommends approval of the Memorandum of Understanding (MOU).
BACKGROUND:
On September 25, 2019, City of Bakersfield (City) and County of Kern (County) entered into an MOU to form the Bakersfield-Kern Regional Homeless Collaborative, Inc. (BKRHC). Agreement 19-185 had a five- year term that expired on September 26, 2024. A one-year extension of the agreement was approved on September 10, 2024.
BKRHC’s purpose is to provide financial assistance, services and other coordinated efforts to address homelessness in Bakersfield and Kern County’s communities, and to provide information pertaining to homelessness, housing, employment, training, counseling, treatment, and other supportive services to people experiencing homelessness.
The proposed MOU would fund the BKRHC for an additional five years, terminating on November 1, 2030. City will fund the BKRHC at $155,000 per year, for five years, for a total not to exceed $775,000.
FISCAL IMPACT:
The costs for these services are budgeted annually in PSVS Fiscal Year 2025-26 budget.
