FROM: Randy McKeegan, Finance Director
DATE: October 27, 2025
SUBJECT: Sale of surplus equipment to City of Queretaro, Mexico.

Resolution to Authorize sale of surplus equipment to the City of Queretaro, Mexico, a governmental entity, for one dollar ($1.00).

RECOMMENDATION:

Staff recommend approval of the resolution

BACKGROUND:

The City has received a request from the City of Queretaro, Mexico, a governmental entity in Queretaro, Mexico, to receive surplus equipment. The City of Bakersfield and the City of Queretaro have been sister cities for more than 20 years. Throughout this time, the City of Bakersfield sold surplus equipment to the City of Queretaro which has supported their Fire Department in serving over two million people on a limited budget. The City of Queretaro operates seven fire stations and is planning to build an eighth station in the western part of the city.

Staff recommend the sale of surplus equipment to the City of Queretaro, Mexico for one dollar ($1.00) as follows:
 One (1) end-of-service fire engine
 One (1) surplus vehicle
 Eight (8) Holmatro rescue tool kits

The sale of surplus equipment to the City of Queretaro, Mexico, will assist their Fire Departments in reducing response times to comply with international standards. Please refer to the attached backup documents for surplus detail. The equipment is being sold “as is with all faults" to remove the City from any potential liability claims
The Bakersfield Municipal Code Section 3.20.120F provides for this action and states that any sale to a governmental entity or non-profit organization shall be subject to confirmation and approval by the City Council.

FISCAL IMPACT:

This transaction is treated as a donation of surplus items with a nominal benefit and has no impact on the City General Fund.

COUNCIL GOAL:
