ADMINISTRATIVE REPORT
MEETING DATE: November 19, 2025 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: October 28, 2025
SUBJECT: Agreement with TK Elevator Corporation f/k/a/Thyssenkrupp Elevator Corporation to Provide On-Call Services for inspection, repair and maintenance (Ward 2)
RECOMMENDATION:
Staff recommend approval of the agreement.
BACKGROUND:
Currently, Public Works staff do not have the license, training or qualifications to inspect, repair and maintain elevators to the requirements of the State of California. In June of 2025, the Public Works Department conducted a Request for Qualifications/Proposal (RFQP) to provide on c all services for elevator inspection, repair and maintenance. The RFQP was advertised through the City’s website, PlanetBids and The Bakersfield Californian. In addition, Public Works staff contacted local contractors to participate in the RFQP.
The Public Works Department received Statement of Qualifications (SOQ) from TK Elevator Corporation f/k/a Thyssenkrupp Elevator Corporation (TK Elevator) and Schindler Elevator Corporation . However, Schindler Elevator Corporation’s SOQ was rejected because the package was incomplete.
The Public Works Department’s evaluation committee ranked the proposer’s Qualification Based Score (QBS) and reviewed their fee schedule for conformance with ranges determined to be acceptable in our independent cost estimate. The committee determined that all submittals met the minimum requirements. Public Works staff recommend approving a contract with TK Elevator not to exceed $450,000.
The contract with TK Elevator will be effective for one year from the effective date of the Agreement, with the option to extend for up to three (3) consecutive one -year periods. It should be noted that the agreement differs from the City’s standard terms, based on TK Elevator’s demands, by including a mutual hold harmless clause and specifying that neither Party is liable for indirect, special, liquidated, incidental, exemplary or consequential damages.
FISCAL IMPACT:
Funding for this agreement will be from varying sources , and has been including in the Fiscal Year 2025- 26 Budget within the departments various funding sources.
COUNCIL GOAL:
Reliable Infrastructure
