ADMINISTRATIVE REPORT

MEETING DATE: November 19, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: October 28, 2025
SUBJECT: Amendment No. 1 to Design Consultant Agreement No. 2024 -180 with Ardurra Group, Inc. (extend term, extend time for completion, and increase Compensation; Not to Exceed $174,526) for design engineering services for Stormwater Lift Station Rehabilitation:

Chester Ave at BNSF Rail Crossing (Ward 2)

RECOMMENDATION:

Staff recommends approval of this amendment.

BACKGROUND:

The stormwater lift station located behind the Kern County Sheriff’s Jail building in downtown Bakersfield services runoff water at the Chester Avenue Undercrossing just south of Truxtun Avenue . The rehabilitation of this lift station (Project) was highlighted in the City of Bakersfield’s Downtown Master Storm Drain Study due to its age, outdated equipment, and susceptibility to failure.

For the rehabilitation of this lift station, the City entered into a design consultant agreement with Ardurra Group, Inc. on June 26, 2024. Upon beginning the project design, several design constraints including the small project footprint, adjacent railroad property , lacking flow d ata and undersized electrical service needed to be addressed. While the lift station rehabilitation design is nearly complete, Ardurra is actively supporting and assisting the City in coordinating with the necessary agencies (BNSF and PG&E) to produce a cohesive project that is ready for construction. For these reasons, the City wishes to extend the design scope Time of Completion to December 31, 2025, extend the Term to June 30, 2027, and increase Compensation by $35,405 for a revised not to exceed amount of $174,526 for Agreement No. 2024-180 with Ardurra. These amendments are in direct correlation to the additional time and services necessary to produce a complete project.

FISCAL IMPACT:

This design consultant agreement is fully funded by American Rescue Plan Act (ARPA) funds (Project No.

E3K308). The increase in compensation for this agreement will be covered with Sewer Enterprise Funds (SEF) that are available for storm drain improvements in the downtown area (Project No. E4K303).

Therefore, this amendment will have no impact on the General Fund.

COUNCIL GOAL:

Reliable Infrastructure
