DATE: November 5, 2025

RECOMMENDATION:

BACKGROUND:

The Wastewater Treatment Plant No. 3 Digester Gas Booster Blower Replacement Project consists of replacing the existing blower system with three new blower skids equipped with cooling chillers systems, a power control panel, and a shade structure. The work also includes replacing various digester gas components such as relief valves, flame arresto rs, and backpressure regulators. WM Lyles Co. was awarded the project on June 12, 2024, with construction scheduled for completion by October 15, 2026.

Since award, the Public Works Construction Division, with support from an outside inspection firm, has provided construction management and inspection services, and substantial progress has been made.

Due to the upcoming retirement of the current inspector and the continued need for dedicated oversight, City will retain a consultant from the On -Call Library of Professional Firms to provide construction management and inspection services through project completion.

On October 30, 2025, NV5 submitted a proposal to provide construction management and inspection services for the project. City staff recommend ap proval of the agreement with NV5 , based on their qualifications being aligned with the scope of work and their proposal being favorable for the City. The proposed agreement is for the full duration of the project construction phase with total compensation not to exceed $636,644.52.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund capital improvement program for this agreement, therefore, there is no impact to the City General Fund for this consultant agreement.
