ADMINISTRATIVE REPORT

MEETING DATE: November 19, 2025 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: October 9, 2025
SUBJECT: Solid Waste Division Organics Facility Truck Scale Installation

Accept Bid and Approve Contract with Best Weigh Scale Company, Inc. ($166,697.55) for installation of a second truck scale at the Mount Vernon Organics Recycling & Composting Facility. (Ward 1)

RECOMMENDATION:

Staff recommends acceptance of bid and approval of agreement.

BACKGROUND:

The City’s Organics Recycling and Composting Facility (Facility), located at 2601 South Mount Vernon Avenue, encompasses approximately 96 acres, of which 75 acres are utilized to process inbound organic waste into compost and related organic products.

In 2024, the Facility accommodated approximately 92,500 vehicles, reflecting steady growth in both residential and commercial traffic. The City anticipates continued operational expansion to support regional growth and ensure compliance with California State recycling and organics mandates, including Assembly Bill 341 and Senate Bill 1383.

Due to the increasing number of commercial landscaper contractors and haulers utilizing the Facility, traffic congestion and extended wait times have become significant ope rational challenges. The installation of a second truck scale will substantially improve vehicle throughput, reduce wait times, and enhance overall efficiency for customers and Facility operations.

An RFP (Request for Proposals) was issued to solicit bids for the purchase and installation of a second truck scale. Responses to the RFP were received from three companies as listed below:

1. Best Weigh Scale Company, Inc.

2. G.T. Michelli Co., LLC

3. Quality Scales Unlimited

After careful review of firm qualifications, experience, reliability, and cost proposals, Best Weigh Scale Company, Inc. was determined to be the most responsive and responsible bidder offering the best overall value to the City.

FISCAL IMPACT:

The total contract amount of $166,697.55 will be funded through the Refuse Enterprise Fund. There will be no impact on the City’s General Fund. Additionally, approximately 63% of the total cost will be reimbursed by Kern County under the existing Green Waste Cost Sharing Agreement between the City and the County.

COUNCIL GOAL:

Reliable Infrastructure
