BACKGROUND:
Currently, Public Works lacks sufficient qualified electrical staff with the necessary experience and certifications to (1) safely work on the specialized high - and low -voltage electrical systems (including motor control centers and lines 480V and below/above) at the City’s Green Waste Recycling Facility, and (2) perform comprehensive preventative maintenance, repairs, new installations, and rough-in electrical work across all City-owned infrastructure.
In October 2025, the Public Works Department conducted a Request for Qualifications Proposal (RFQP) to provide on-call general electrical services and electrical maintenance for City facilities, equipment and infrastructure. The RFQP was advertised through the City’s website, PlanetBids and The Bakersfield Californian. In addition, Public Works staff contacted local electrical contractors to participate in the RFQP.
The Public Works Department received the following Statement of Qualifications (SOQ) for the on-call general electrical services and electrical maintenance:
1. A-C Electrical Construction
2. Braun Electric Company, Inc.
3. Curtis Electrical Construction, Inc.
4. Esqueda Electrical Services
5. Telstar
The Public Works Department’s evaluation committee ranked the proposer’s Qualifications Based Score (QBS) and reviewed their fee schedule for the conformance with ranges determined to be acceptable in our independent cost estimate. The committee determined that all submittals me t the minimum requirements. The following is the summary of the contractors reviewed:
1. A-C Electrical Construction submitted an SOQ with a QBS score of 98.3.
2. Braun Electric Company, Inc. submitted an SOQ with a QBS score of 87.4
3. Curtis Electrical Construction, Inc. submitted an SOQ with a QBS score of 84.7.
4. Esqueda Electrical Services submitted an SOQ with a QBS score of 70.5.
5. Telstar submitted an SOQ with a QBS score of 92.2.
Public Works staff recommend approving a contract with the following contractors:

2. Braun Electric Company, Inc. with a not to exceed agreement for $650,000.
