MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: December 11, 2025
SUBJECT: Amendment No. 1 to Agreement 2024-035
with Boys & Girls Club of Kern County (extend term to December 31, 2026 and amend scope of work) to provide funding aimed at enhancing non-profit youth organizations, facilities and expanding its capacity to serve at-risk youth
RECOMMENDATION:
Staff recommends approval of amendment
BACKGROUND:
The American Rescue Plan Act (ARPA) of 2021 established the State and Local Fiscal Recovery Funds (SLFRF) program to support local governments in responding to the public health and economic impacts of the COVID-19 pandemic. The City of Bakersfield received a direct allocation of ARPA funds and, in 2024, initiated a competitive process to identify capital improvement projects that would benefit disadvantaged communities, particularly those located within Qualified Census Tracts.
Through this process, the Boys & Girls Clubs of Kern County (BGCKC) was awarded $900,000 to support site preparation and development activities for multiple properties on Monterey Street. The project is intended to advance the creation of a new Teen Center/Life & Workforce Readiness Center —an investment that will expand access to youth development services, enhance safety within the Niles/Monterey Prosperity Neighborhood, and strengthen long -term workforce readiness programming for teens and young adults.
On December 18, 2024, the City entered into Agreement No. 2024 -323 with BGCKC to implement these capital improvements. In April 2025, BGCKC notified the City of project delays that necessitate adjustments to the implementation timeline and related work activities. To ensure successful completion of the project and continued alignment with ARPA/SLFRF requirements, an amendment to the agreement is needed to revise the term and update the scope of work Agreement 2024-035.
The proposed amendment does not increase the total award amount, as funding for this project was previously budgeted using ARPA resources
FISCAL IMPACT:
Funding for these services was previously budgeted using American Rescue Plan Act (ARPA) funds.
Approval of this amendment does not increase the total compensation amount and will not result in any impact to the City’s General Fund.
COUNCIL GOAL:
Economic Opportunity for All
