ADMINISTRATIVE REPORT

MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: December 3, 2025
SUBJECT: Amendment No. 1 to Agreement No. 2025-224
with Best Weigh Scale Company, Inc (add scale calibration and repairs) to furnish and install a truck scale at the Materials Recovery Facility (MRF) (Ward 1)

RECOMMENDATION:

Staff recommends approval of this Amendment.

BACKGROUND:

Due to the increasing number of commercial landscaper contractors and haulers utilizing the Facility, traffic congestion and extended wait times have beco me significant operational challenges. The installation of a second truck scale will substantially improve vehicle throughput, reduce wait times, and enhance overall efficiency for customers and Facility operations.

An RFP (Request for Proposals) was issued to solicit bids for the purchase and installation of a second truck scale. Responses to the RFP were received from three companies as listed below:

1. Best Weigh Scale Company, Inc.

2. G.T. Michelli Co., LLC

3. Quality Scales Unlimited

On November 19, 2025, Council awarded contract to Best Weigh Scale Company, Inc to install second truck scale at the Mount Vernon Organics Recycling & Composting Facility. The company was recommended based on a comprehensive evaluation of qualifications, reliability, experience, and cost— offering the most favorable proposal for the City.

Shortly after the agreement was executed, the scale at the Materials Recovery Facility (MRF) experienced a malfunction. Best Weigh Scale Company Inc. was consulted, and they confirmed they could provide the necessary recalibration services for the MRF scale, along with ongoing routine maintenance while a separate solicitation process is conducted.

Staff currently recommends amending Agreement No. 2025-224 to amend the Scope of Work to include calibration and maintenance at the MRF.

FISCAL IMPACT:

There will be no impact on the Refuse Enterprise Fund . This Amendment solely changes the Scope of Work.

COUNCIL GOAL:
