ADMINISTRATIVE REPORT

MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: December 3, 2025
SUBJECT: Amendment No. 2 to Agreement 2023-151 with Meyer Civil Engineering, Inc. (increase compensation $50,000; revised not to exceed $310,000) for on-call civil engineering and technical support services.

RECOMMENDATION:

Staff recommends approval of amendment.

BACKGROUND:

The Water Department is responsible for the City’s Domestic Water system and the Kern River System, including several canals. Periodically, the Department requires professional engine ering services to maintain and improve these systems. Typical services include performing research, surveying, providing equipment startup assistance, performing calculations and studies, addressing water quality concerns, providing recommendations, and developing plans and specifications for certain projects. Such projects include, but are not limited to, hydraulic structures, waterlines, recharge basins, water wells and pumps, domestic and river water modeling and studies, water treatment, revision of City Standards, and others.

On May 9, 2023, staff advertised a request for qualifications for these services and on June 28, 2023, the Water Department entered into Agreement 2023 -151 with Meyer Civil Engineering Inc with a not -to- exceed amount of $200,000. Due to the Departments additional needs for weir structures, surveying, and other technical studies related to water that exhausted the Agreement’s funds, o n April 23, 2025, staff amended the Water Department Agreement 2023 -151 with Meyer Civil Engineering Inc to increase compensation by $60,000 and extend the term of the agreement until December 31, 2025.

Over the last 6 months, due to delays in construction for reasons beyond the Department’s control, the construction projects that Meyer Civil Engineering are currently assisting the Department with will extend past the term date of the contract and additional costs have been incurred; therefore, the compensation and term both need to be modified.

Staff desire to amend Agreement 2023 -151 with Meyer Civil Engineering, Inc. to increase compensation by $50,000, with a revised not-to-exceed amount of $310,000 and extend the agreement until December 31, 2026.

FISCAL IMPACT:

Sufficient funds are within the Water Departments FY 2025-26 operating budget. Therefore, no impact to the City General Fund.

COUNCIL GOAL:

Reliable Infrastructure
