MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: November 23, 2025
SUBJECT: Amendments to On Call Agreements for Construction Inspection Services

1. Amendment No.1 to Agreement No. 2023-300 with Meyer Civil Engineering, Inc. (revising contractor’s hourly billing rates, and extending term to March 31, 2026)

2. Amendment No.1 to Agreement No. 2023-301 with NV5 Inc. (revising contractor’s schedule of hourly billing rates, and extending term to March 31, 2026)

3. Amendment No.1 to Agreement No. 2023-302 with MKN & Associates Inc. (revising contractor’s schedule of hourly billing rates, and extending term to March 31, 2026)

RECOMMENDATION:

Staff recommends approval of the amendments.

BACKGROUND:

To expedite the delivery of the Capital Improvement Program (CIP) and to supplement the department inspections related to development and subdivisions, staff implemented an on -call inspection program.

This program augments current Construction Division staff by providing contract inspection serv ices as needed for various City projects. The program has proven to be very effective in maintaining staff to provide timely response of the City's inspection responsibilities.

On December 13, 2023, Council approved four on -call agreements based upon a fo rmal qualification- based process with the following firms: New Gen Engineering Group, Meyer Civil Engineering, Inc., MKN & Associates, Inc. and NV5, Inc. These four agreements provided construction inspection services with the availability of one to two inspectors from each firm for calendar years 2024 and 2025 with a not-to-exceed compensation amount of $400,000 for each agreement.

The agreements will expire on December 31, 2025. Currently, Meyer, NV5, and MKN are working on various projects that will no t be completed by that expiration date. In order to allow each of the consultants time to complete projects that have already been assigned to their respective firms, Amendment No. 1 extends the term of each agreement by three months, to March 31, 2026. Th ere will be no expansion in scope, nor an increase in compensation, and City staff will not assign any additional projects to any of the Consultants under these agreements. The total not -to-exceed compensation amount for each agreement will remain at the same level as identified in the original agreements for the three consultants, which was set at a not-to-exceed amount of $400,000 for each consultant.

FISCAL IMPACT:

There is no fiscal impact associated with this amendment, as it is solely a time extensi on. No additional appropriations are necessary, and any remaining services under the agreement will continue to be funded by budgeted capital improvement projects or inspection fees collected from developers.

COUNCIL GOAL:

Reliable Infrastructure
