ADMINISTRATIVE REPORT

MEETING DATE: December 17, 2025 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: October 24, 2025
SUBJECT: Design Consultant Agreement with Provost & Pritchard Engineering Group, Inc. dba. dba Provost & Pritchard Consulting Group ($374,500) for Street Improvements along Panama Lane and South Allen Road (McAllister Ranch Boundary). (Ward 5)

RECOMMENDATION:

Staff recommends the approval of the agreement.

BACKGROUND:

The City of Bakersfield was previously in a dispute with Rosedale-Rio Bravo Water Storage District and Buena Vista Water Storage District, who own approximately 2,070 acres of real property located north of Panama Lane and west of South Allen Road, commonl y referred to as the James Groundwater Storage and Recovery Project (previously McAllister Ranch). This dispute led to litigation that was filed in Kern County Superior Court. Eventually, the City of Bakersfield and Rosedale-Rio Bravo Water Storage District and Buena Vista Water Storage District reached a settlement agreement in the amount of $4,500,000 for various roadway improvements along Panama Lane and South Allen Road.

The purpose of this project is to construct full width roadway improvements along Panama Lane and South Allen Road. The project will include new curb & gutter, sidewalk, pavement, street lighting, storm drain improvements, pavement striping & markings, and various other improvements to construct a roadway to meet current City standards.

The City issued a Request for Proposal to firms already prequalified and part of the Public Works Department’s Library of Consultants. The firms targeted were those qualified under Transportation and Civil Engineering with relevant experience in roadway improvements. Public Works staff determined Provost & Pritchard was the most qualified firm for this project. Based on the firm’s qualifications and fee proposal being favorable to the City, staff recommends award of the design consultant agreement to Provost & Pritchard.

Given the size and scope involved with this project, this is a multi -year project. Although funding for construction is currently budgeted, the design will be completed over FY 25 -26 and construction will proceed in FY 26-27.

FISCAL IMPACT:

The design for this project is fully funded through Capital Outlay Funds (COF) . There are sufficient funds available for the award of this design consultant agreement to cover the design phase.

COUNCIL GOAL:

Reliable Infrastructure
